This position is part of the Responsibilities Supervises daily workflow to include but not limited to files, proofs, Hands on experience with color matching and G-7 color management on conventional and inkjet processes. Collaborates with Press and Bindery forepersons and managers on daily problem solving, prioritizing work, workflow design, layouts, design and development and improvement. Acts as a Subject Matter Expert on daily management of OneVision, OneVision Speedflow Impose, Photoshop, Illustrator, Pitstop, Kodak Prinergy, Kodak Colorflow, Canon Prisma and Hunkeler Site Manager. Coordinates with Press and Bindery Forepersons on the sequence of work to meet production schedule. Monitors supplies and all necessary materials to assure adequate quantities are always on hand to meet production needs. Requirements Conditions of Employment Qualifications To qualify for the position, you must meet the following requirements: Applicants must have experience and/or training of sufficient scope and quality to independently perform the duties typically required of a Foreperson. Applicants must meet the following Screen Out-Element #1 to be considered for this position. Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the online questionnaire. The screen-out element for this position is: Job Element # 73 - Ability to Lead or Supervise. Applicants must have experience and/or training of sufficient scope and quality to independently perform the duties typically required of this position. These duties require: Managing the day-to-day production through various software systems such as One Vision, Speedflow Impose, Kodak Prinergy, Kodak Clorfow, Canon Prisma and Hunker Site Manager to ensure successful production on various Conventional Offset Presses, as well as managing the end-to-end utilization of the Inkjet Presses and associate Bindery finishing equipment/lines assign to this equipment. In addition to the requirements above, GPO employees competing under merit promotion procedures must meet all of the following criteria in accordance with Federal Merit Promotion Plan, GPO Instruction 615.2C (Appendix A): 1. Have completed a formal, recognized apprenticeship or GPO journeyperson training program, or possess substantially equivalent practical experience in the trade of the vacancy; AND 2. Have at least 1 year of journeyperson experience subsequent to completion of the above apprenticeship or training; AND 3. Have served a minimum of 1 year in Career or Career-Conditional appointment in the GPO.(add supervisory statement from MP Plan). 4. Have served at least 1 year in an administrative or supervisory capacity. OR (1) a baccalaureate degree or 3 years of responsible experience in the printing industry equivalent to, at a minimum, the GPO journeyperson level. (2) 2 years of experience in the printing industry of a scope and quality sufficient to carry out the duties of the vacant position, 1 year of which must have been at or comparable to the GS-12 level. (3) served a minimum of 1 year in a career or career-conditional appointment in the GPO. For positions at the Foreperson level (or comparable positions), applicants must meet the qualifications listed above for Assistant Foreperson level and also meet the following requirements: (1) Have completed at least 4 years of responsible experience in the division of the vacant position. (2) Have served at least 1 year in an administrative or supervisory capacity. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement to be considered. Education Substitution of education in lieu of specialized experience may not be used for this grade level. Background Investigation: To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a Secret Security clearance. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs. Depending on the type of background investigation required, the security process may take between 6 weeks to 12 months. For a Secret Clearance:To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a Secret clearance. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a Secret clearance. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs; this security process may take between 6 weeks to 12 months.GPO will conduct an interim security clearance, pending the completion of the full investigative requirements for the final Secret clearance. The interim security clearance will be granted based on the favorable completion of preliminary checks that are accomplished as part of the security clearance process. The Agency may rescind the tentative offer if the candidate is unable to obtain an interim clearance.
