### Job Duties
Responsible for overseeing, supervising and managing the operations, programs and personnel of the departmentengaged in the assessment, valuation, classification and appeals of all property in the County as prescribed by MNstatutes and the MN Department of Revenue. Directs the determination of appropriate appraised market value of all property in the County for purposes of establishing an equitable property tax base.
Essential Duties and Responsibilities
Department Management
Ensures that all taxable property is accurately appraised for Ad Valorem tax purposes.
Supervises the valuation of all personal property and mobile homes in the county.
Examines and verifies all conveyance of property in the County.
Conducts sales ratio studies for equalization within and between property classes.
Attends and assists Boards of Equalization at local, county and state levels.
Accepts all Tax Court filings; prepares documentation to defend values; and takes steps to settle cases with the least amount of expenses and loss of tax base to the taxing jurisdictions.
Responsible for soil survey maps for all agricultural property and determines land values using the Crop Equivalency Rating system.
Accepts and investigates all applications for abatements, exemptions, property class changes and special homestead considerations.
Assists in the appraisal of special purpose complex property.
Develops and implements department policies and procedures.
Maintains knowledge of and interprets relevant state and local laws, policies and procedures.
Develops, monitors and maintains department budget.
Prepares or oversees preparation of and submits a variety of reports and documents.
Ensures proper training and implementation of the CAMA, Tax, Prodex and GIS systems.
Prepares and determines accuracy of assessment abstracts for the Minnesota Department of Revenue.
Determines pre-construction values on properties involved in TIF agreements.
Assists Deputy in performing appraisals.
Develops and budgets equipment and supply needs and approves purchases.
Reviews and signs vouchers and invoices.
Reports to and advises County Board.
Ability to communicate objective data for multiple purposes including but not limited to the county board.
Conflict management skills to work through employee relations and customer service.
Responds to public inquiries, requests and complaints. Provides technical information regarding a variety of issuesincluding legal descriptions, taxes, market values, abatements, homestead status, and/or clarification regardingnotices and statements.
Provides public information regarding department activities.
Maintains equal assessment levels along adjacent county borders.
Schedules and assists Boards of Review and Board of Equalization.
Staff Management
Ability to delegate responsibilities and manage workload of staff.
Manages and directs all department staff.
Responsible for recruitment, selection, hiring, promotion, training, discipline, discharge, and grievancemanagement.
Manages, monitors and documents the work performance of assigned personnel, conducts effective coaching,reviews performance, and takes corrective action as necessary.
Instructs, reviews and directs the work of staff and Local Assessors utilizing in depth knowledge of Minnesota taxsystem and laws.
Enforces all safety rules, regulations and procedures. Ensures necessary safety training is provided.
Develops and makes work assignments.
Ensures staff and contractors obtain and maintain proper licensure levels.
Oversees work of Local Assessors contracted by cities and townships to ensure accuracy and consistency.
Sets staff goals to continue to grow and to foster growth in others.
Analyzes new or proposed state legislation and works with legislators to assure Brown County property owners are appropriately represented.
Attends training, professional association and county meetings.
Other duties as assigned or apparent.
### Minimum Education Required
Bachelor’s Degree in Real Estate, Statistics or Business from an accredited university or college, a passing gradeon an income narrative demonstration appraisal and additional appraisal courses as approved by the State Boardof Assessors, an oral interview with the State Board of Assessors; OR
Designation of Senior Accredited Minnesota Assessor (SAMA), OR CAE or AAS designation from the InternationalAssociation of Assessing Officers, or MAI designation from the Appraisal Institute, AND an oral interview with theState Board of Assessors. Provisional appointment of AMA licensed individual may be allowed if approved by theMN Commissioner of Revenue, to meet the additional requirements within 2 years of appointment.
Six years relevant work experience is required.
### Minimum Experience Required
Must possess Senior Accredited Minnesota Assessor's License (SAMA).
Must possess a valid driver’s license and be able to drive in the state of Minnesota.
