Summary This position is located at the Architect of the Capitol (AOC), Office of the Chief Engineer (OCE) Construction Division, Construction Branch. The selectee will exercise supervision of pipefitting and plumbing operations, including maintenance, repair, installation and inspection of plumbing facilities and piping systems in multi-story, historic buildings of the U.S. Capitol Complex. Responsibilities This is a Temporary Position, Not to Exceed 2 Years TOUR OF DUTY: Night Shift (7:00 PM - 5:30 AM) Hours may change due to Operating Needs of Management The position requires the supervision of Union Trades (UT) subordinates in accordance with the provisions of the labor relations agreement. Major Duties: Supervisory Responsibilities Performs a full range of administrative and technical supervisory functions for subordinates. Assigns duties and evaluates performance. Manages the organizational unit’s budget and workload. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves complaints and grievances as delegated by higher level supervisors. Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. Is responsible for utilizing a thorough knowledge of and compliance with applicable OSHA and The Congressional Office of Workplace Rights safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas. Plans use of subordinate workers' equipment, facilities and materials on a week-to-week or month-to-month basis. Establishes deadlines, priorities and work sequences and plans work assignments based on general work schedules, methods and policies set by higher-level management. As required, coordinates work with supporting or related work functions controlled by other supervisors. Determines the number and types of workers needed to accomplish specific projects. Determines how many assignments can be done concurrently, which ones can be delayed and the number and types of employees needed, considering skills, personnel, material and equipment available and required. Redirects individual workers and resources to accomplish unanticipated work and/or equipment failure. Assigns work to employees and provides technical direction and assistance in accomplishing the work. Observes work in progress, investigates work related problems (e.g., excessive costs, low productivity, workload imbalance and acquisition or development of specialized tools, etc.) and determines causes. Implements corrective actions to resolve work problems. Recommends acquisition of specialized equipment and tools. Resolves staffing and work operations problems. Establishes or revises standard operating procedures for the work operation. Directs highest quality installation and repairs by locating and tapping main lines, setting up system routes, placing and cutting route openings, placing hangers for proper level and slope and determining and installing valves, traps and unions needed for proper operation of the system. Ensures proper routing and placement of systems leading to equipment and seating, hooking up and testing the equipment. Inspects, troubleshoots and installs new piping system equipment and fixtures. Using specifications and plumbing codes, fixes and replaces pipes, fittings and water and storm drainage systems. Replaces commodes, lavatories, showers, water heaters, hot water tanks, water pumps and sprinkler systems and/or landscape irrigation. Technical Directions Serves as Pipefitter Supervisor over Plumbers and Pipefitters performing construction, maintenance and repair functions of plumbing facilities throughout the U.S. Capitol Complex. Installs, modifies and repairs new and existing utility, supply and disposal systems and equipment such as sewage, water, distribution systems, water closets, tubs, fire sprinkler systems and showers. Restores pipe, steam traps and relief and control valves. Uses unions, flanges and sweating to attach pipes. Attaches pipe sections by screwing, bolting, brazing, welding, gluing, fusing and soldering. Positions system routes, fixes regulating devices and arranges hangers for proper angle. Fixes risers, expansion joints, pumps, gauges and pressure and assures proper operation. Uses blueprints, layout sketches and specifications for correct sizing. Directs the inspection, testing, repair and service of fire protection systems in accordance with NFPA standards and local codes. Completes electronic based testing related to the inspection process. Attends assigned safety meetings, surveys, equipment checks, tool checks and project site checks to ensure that customer safety standards are adhered to.
