    Summary The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. The Prosthetic Representative works with Veterans, caregivers, vendors, and the clinical team to ensure the right devices, equipment, services, and benefits are matched with patient rehabilitative and medical needs. Responsibilities The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. *Selectees will be required to sign Mobility, Training, and Continued Service Agreements. This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. You will ultimately acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Duties include, but are not limited to: Assists with planning, developing, and directing a Prosthetic and Sensory Aids Program at thenational, VISN, or local level: Assists serving as an advisor to clinicians about the selection, prescription, and acquisition ofprosthetic devices involving furnishing information concerning such matters as new developmentsin the field of prosthetics and sources of supply for such devices. Interprets prescriptions of clinicians in order to make certain that proper prosthetic devices are selected for and by, the patients; Authorizes the purchase, fabrication or repair of prosthetic devices; Participates in VISN and local facility committees, work groups and interdisciplinary teams; Develops local, organizational policies and procedures consistent with National and VISN policies and procedures; Develops statement of work for service contracts and monitoring contracts for compliance with statement of work; Receives , analyzes and processes requests for prosthetic equipment and services; Communicates with Veterans and family members on prosthetic appliances, services, and benefits Identifies, select sand monitors National CMS/Health Care Procedural Coding Systems (HCPCS) codes to ensure proper purchasing and/or billing and reporting; Planning, developing and preparing budget estimates and developing cost containment measures; Collects data, perform data analysis, and works with statistics, budgeting and contracting, procurement, inventory management, and human resources; Develops tools that allow monitoring programs such as Quality Assurance, and analyzing, reviewing and evaluating the results of various monitors and databases; Reviews Veteran's medical documentation for better collaboration of services and benefits; Coordinates specialty programs to include: Clothing Allowance, Home Oxygen, Automobile Adaptive, Process and authorize service and payment of monthly Home Oxygen program Work Schedule: Monday - Friday, 8:00am to 4:30pm, work schedule subject to change based on agency needs. Qualifications Basic Requirements: Citizen of the United States: (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.) English Language Proficiency: Prosthetic representatives must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part. Experience and Education. Individual must meet at least one of the requirements below. Experience: One year of creditable experience that demonstrates: Knowledge of basic anatomy and medical terminology; knowledge of accounting methods; ability to research, analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; and ability to work independently and as a member of a team; OR, Education: A bachelor's degree from an accredited educational institution AND at least 24 semester hours in course work related to health care, public administration, or business. The 24 semester hours could include but is not limited to any combination from the following fields: occupational therapy, physical therapy, kinesiotherapy, social work, psychology, prosthetics, orthotics, respiratory therapy, assistive technology, business law, leadership, healthcare, public administration, or business management. This course work may have been completed within the degree or in addition to the degree; OR, Experience/Education Combination: Equivalent combinations of experience and education are qualifying. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). GS-7 Prosthetic Representative (Developmental Level) (a) Experience. In addition to the basic requirements, one year of creditable experience equivalent to the GS-5 grade level, directly related to the position to be filled. (b) Demonstrated Knowledge, Skills, and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to understand and apply processes, procedures, regulations, and laws as it applies to purchasing and the provision of prosthetic items/services. Ability to coordinate multiple requests for durable medical equipment (DME), including repairs, services, and benefits. Ability to act as a liaison with and work effectively with health care providers, patients, caregivers and vendors to ensure that the most appropriate device and services are received timely. Ability to monitor contractors and vendors for compliance with contract requirements. Creditable Experience: To be creditable, the experience must have demonstrated the use of knowledge, skills, and abilities associated with Prosthetic Representative responsibilities. The experience is only creditable if documented in the application and verifiable through employment references and/or other means. Examples of qualifying experience include experience in a health care setting, and familiarity with home medical equipment, rehabilitation, home oxygen, visual or hearing impairment, assistive technology, Orthotics, or Prosthetics. Preferred Experience: Meets the needs of customers while supporting VA missions. Consistently communicates and treats customers (veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner with impeccable customer service standards ability to solve technical and administrative issues and assist with problem solving on prosthetic related issues from other services within the agency must have analytical ability, social awareness, tact and diplomacy, and good communication skills. Ability to organize and stay on task with a multiple amount of information and correspondences. Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued sitting, with intermittent bending, pulling, and pushing. Movement between work areas within the health care system is expected. Occasional lifting of objects up to 45 pounds many be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing appropriate to health care environment. The incumbent may occasionally be exposed to patients who are combative secondary to delirium dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, and be able to shift priorities based on patient and department needs.
