Summary This Social Worker (Program Manager) position serves as the The Network Mental Health Residential Treatment Program (MH RRTP) Director and is a member of the VISN 16 Mental Health Integrated Clinical Community (MH ICC) Executive Team, who has the principal responsibility for coordinating the full range of clinical and administrative activities associated with all the South-Central VA Health Care Network MH RRTP and is the administrative/operational lead of the VISN 16 Centralized Screening Team. Responsibilities Total Rewards of a Allied Health Professional Duties of the Social Worker (Program Coordinator) include, but are not limited to: Provides coordination and leadership for all South-Central VA Health Care Network (VISN 16) MH RRTP programs and maintains administrative and operational oversight of the VISN 16 MH RRTP Screening Teams. Serves as a clinical leader and administrative Director to ensure services are delivered in a timely and effective manner that is efficient and meets or exceeds the community standard of care. Ensures the MH RRTP programs are operated in a coordinated manner as to optimize clinical and administrative practices, promote high reliability principles, and to continually improve the quality, experience, and outcome of services for Veterans using these services. Plans, implements, and coordinates such analytical, educational, and programmatic activities as necessary to meet these objectives. Facilitates the implementation of new and existing policies, procedures, missions, and goals by active collaboration with relevant internal VA programs and appropriate external agencies and organizations. Creates network policy to promote and promulgate High Reliability principles, strong clinical and administrative practices, and promote VA's mission, vision, and values. Responsible for ensuring all such appropriate relevant policy and accreditation standards are implemented and followed. Provides analysis, planning, education and quality management support. They will work with a wide range of partners to ensure systems are developed and sustained which promote timely, effective, and efficient delivery of services. Works with local, VISN, and national program leadership across multiple program offices and partnering federal agencies on activities to continually improve MH RRTP services. They are charged by the Network Executive Director to formally assess and report on all aspects of these programs and services through established mechanisms such as the Annual Workplace Evaluation (AWE) process and appropriate reporting bodies. Interacts often and directly with leadership from a variety of national program offices and external partners. Interacts directly with federally appointed (judicial appointees) or elected (congressional members or staff) officials, in both direct response to patient and program inquiries and in the course of general public activities. Works with various partner Federal, State, County, and Local government agencies, and non-profit entities to ensure that Veteran-specific needs and resources are addressed by the network. Work Schedule: Monday-Friday, 8:00am-4:30pm Relocation/Recruitment Incentive (Sign-on Bonus): Not Authorized Permanent Change of Station (Relocation Assistance): Not Authorized Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade). Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year). Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66. Qualifications Basic Requirements: 1. United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. 2. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). 3. Education. VHA Social Worker must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. 4. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Social Worker (Program Manager), GS-14 Experience/Education: One year of experience equivalent to the GS- 13 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Ceritification: Individuals assigned as social worker program manager must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following knowledge, skills and abilities (KSAs): Skill in large scale program coordination and administration across multiple sites, which includes consultation, negotiation, and monitoring. Ability to translate management goals and objectives into well-coordinated and controlled work operations. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program. Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluations; selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. Skill in developing policies, procedures, and/or practice guidelines for the program and in participating in national program development. Ability to collaborate with internal VHA partners, locally and on a national level, as well as external community partners to further program goals and enhance patient centered care. Work Environment: Work is performed in an office clinic setting with minimal risks that requires normal safety precautions; the area is adequately lighted heated and ventilated. However, the work environment requires someone with the ability to handle several tasks at once and sometimes stressful situations.
