Our Communities Connected for Kids Program provides services for children and families in the child welfare system, to ensure a community without abuse, neglect and abandonment. Based out of Port Saint Lucie, FL, this Position is primarily responsible for procurement, negotiations, contract development, contract management, compliance monitoring, performance and reporting for child welfare contracts. This position requires the following essential job functions and professional skills:
Main Responsibilities
+ Participates in the procurement and negotiations of contractual services, and takes the lead in such when designated by the Director of Contract Management.
+ Creates and ensures timely execution of contract and amendment documents in accordance with law and policy.
+ Maintains documentation of all activities in official contract files.
+ Conducts cost-benefit analyses for contracted services. Evaluates budgets to ensure costs are allowable, reasonable and necessary.
+ Conducts review, analysis and approval of contracted services invoices.
+ Monitors program expenditures, identifies and projects budget variances, and maintains spending projections in coordination with finance department.
+ Develops and implements tracking processes to ensure that deliverables and outcomes are submitted timely and in compliance with contract terms.
+ Ensures provider compliance with administrative and programmatic terms of the contract.
+ Reviews and distributes contract utilization and performance reports to CCKids operations and leadership teams.
+ Participates in monitoring and continuous quality improvement activities and process.
+ Oversees implementation of subcontracted provider corrective action plans.
+ Maintains a working knowledge of current Florida laws, administrative code, statutes, rules, industry standards, and DCF Lead agency contract expectations.
+ Provides technical assistance to contractors and staff as requested.
+ Conducts monthly meetings with assigned providers to review compliance and performance.
+ Participates in the ongoing preparation, consistent updating and implementation of contracts policies and procedures, tools, and other utilized contract departmental instruments.
+ Reviews new regulations and administrative issues related to existing contracts and determines the impact on reporting and billing processes.
+ Conducts all activities in adherence to CCKids policies and procedures and DCF contract requirements.
+ Completes all assigned tasks within deadlines established by agency, law and supervisor directive.
+ Addresses or reports key internal/contractor items, concerns or issues within five (5) working days.
+ Executes payment authorizations/letters for non-contracted services as requested by DCM, CCKids Management, court orders, etc.
+ Consistently fulfills outlined standard and professional competencies.
+ Assists with special projects and/or perform other duties as assigned by supervisor.
Qualifications
EDUCATION:
Required:Bachelor’s degree in project management, business management, public administration, social services, or associated fields of study.
Preferred:Master’s degree in business management, public administration, non-profit management, or associated fields of study.
EXPERIENCE:
Required:Minimum of two years experience in contract management/administration, government operations, and/or competitive procurement.
Preferred:Experience in management or oversight of child welfare program delivery. Experience with contract management systems and Community-Based Care initiative. Prior work experience in government /non-profit contract management
