    DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

    This posting is for a Senior Staff Analyst position within the Traffic Engineering Group in Houston Public Works (HPW). We are a small, passionate group that works to promote traffic safety on the roads in Houston so that roads are safe for all users.

     

    We collaborate closely with many partners, including the Houston Planning and Development Department, METRO transit agency, Houston Police Department, private developers, advocacy groups, and neighborhood associations to ensure that projects are coordinated. In this role, we can have significant impacts on a wide variety of significant projects in the 4th largest city in America. We also work directly with HPW’s maintenance groups and issue work orders to them for rapid roadway improvements to operations and safety.

     

    This position will lead efforts for the Neighborhood Traffic Management Program which works to improve neighborhood quality of life by implementing “Traffic Calming” measures to reduce excessive vehicular speeds and cut-through traffic on neighborhood streets.

     

    NTMP staff work with applicants to develop a concept traffic calming plan and seek review and approval through the established process. This position will also provide support as needed to the other various Traffic Engineering programs.

    Specific duties of this position will include but are not limited to:

    + Investigates and makes recommendations for addressing issues of medium to high complexity and/or sensitivity.

    + Assigned management responsibilities on an occasional basis for certain functions, units or programs.

    + Compiles data, produces information and interprets results through conclusion or recommendation formulation. Develops reports, special documents or publications as assigned.

    + Completes special projects as assigned, working on a wide variety of financial, administrative, professional, management and community issues and problems of medium to high complexity.

    + Represents supervisor at meetings and functions to gather information and to articulate supervisor's opinions and recommendations.

    + Handles highly confidential information.

    + Prepares, edits and revises department policy and procedure manuals. Responds to correspondence, requests for information, etc. as assigned by supervisor.

    + Participates in the development of management and administrative policies, procedures and master plans with both short and long term objectives. Analyzes and reviews management practices and procedures and develops recommendations for improvement.

    + Negotiates solutions for problems of medium to high complexity as assigned by supervisor.

    + Interprets administrative policies and oversees communication with departmental personnel regarding these policies.

    + Participates in evaluation and design of workflow, processes, various operations systems, etc.

    + Develops technological solutions and systems for continuous improvement programs and other appropriate applications.

    WORKING CONDITIONS

    The position is physically comfortable; the individual has discretion about walking, standing etc.

     

    This is a Houston Public Works’ Emergency Management Position at the Tier III Level.

    MINIMUM REQUIREMENTS

    EDUCATIONAL REQUIREMENTS

    Requires a Bachelor’s degree in Business Administration, Public Administration or a field directly related to the type of work being performed.

     

    Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year – for year basis.

    EXPERIENCE REQUIREMENTS

    Five years of professional administrative, financial or analytical experience related to the type of work being performed are required.

     

    Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

    MINIMUM LICENSE REQUIREMENTS

    A valid Texas Driver's License and compliance with the City of Houston's policy on driving.

    PREFERENCES

    + Solid oral and written communication skills

    + Able to handle multiple, competing, and changing priorities

    + Proficiency with Microsoft Office 365, including:

    + Excel, Word, Outlook, Teams, SharePoint

    + Proficiency with GIS

    + Strong interpersonal skills, team player attitude, and the ability to establish excellent working relationships at diverse levels

     

    Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
