The Senior Manager, Technical Product Owner for Commercial Network & Provider is responsible for product implementation. They are responsible for contributing to the product vision and strategy, the roadmap, feature delivery, and overall success of the product to enable a best-in-class E2E experience.
They manage a backlog of user stories and enablers to enhance the product and extend its architectural and discovery runway. They are responsible for overall product health, inclusive of technical health, and risk communication. They provide leadership and guidance on how to sequence and prioritize delivery to optimize value.
This is an individual contributor role who will lead product teams to achieve key outcomes by collaborating with engineers, QA, and other members of the delivery team and is responsible for creating a positive team culture through growing, coaching, and establishing high performing teams.
The ideal candidate will foster collaboration across diverse teams, proactively manage risks, and champion Product and Agile best practices to streamline execution. They will play a critical role in strengthening technology execution, enhancing stakeholder engagement, and continuously refining product strategies to drive measurable business impact. A self-driven innovator, they will empower teams, promote accountability, and lead with vision to ensure product success in a fast-paced, evolving landscape.
Key Responsibilities:
+ Product Strategy & Vision – Collaborate with Product Managers to define strategy, conduct market research, and maintain an aligned roadmap.
+ Stakeholder Management – Engage with executives and teams, balancing priorities and negotiating solutions.
+ Cross-Functional Collaboration – Partner with designers, developers, and business leaders to drive successful product delivery.
+ Customer Advocacy & Growth – Champion user needs, foster engagement, and refine products based on data-driven insights.
+ Backlog & Execution Management – Prioritize development efforts, write clear user stories, and track performance metrics.
+ Compliance & Risk Mitigation – Ensure security standards, regulatory adherence, and proactive risk management.
+ Facilitation of Large-Scale Product Initiatives – Lead cross-functional collaboration for complex efforts, ensuring alignment across teams, managing dependencies, and driving efficient execution at scale.
+ Vendor & Partnership Management – Collaborate with third-party vendors, ensuring seamless integration and value-driven partnerships.
+ Business & Financial Impact Assessment – Evaluate product performance in terms of revenue, cost, and operational efficiency, tying decisions to business outcomes.
+ Change Management & Training – Lead adoption strategies and provide user support for new features and solutions.
+ Product Delivery Coaching – Mentor peers in execution best practices and optimize workflows for scalability and impact.
Required Qualifications:
+ 7+ years of experience as a technical product owner or other engineering disciplines with focus around building technical products and services.
+ 7+ years of experience in leading and/or collaborating with technical product teams using Agile framework.
+ 7+ years of experience with large-scale modernization programs in technical capacity.
+ 5+ years of technical experience with software development, solution architecture, and ability to adapt to current and emerging technologies.
+ 5+ years of experience with product strategy, product delivery, backlog management, authoring user stories.
+ 3+ years of experience working in the healthcare payor industry.
Preferred Qualifications:
+ Ability to drive cross functional teams to alignment in the midst of ambiguity.
+ Experience with plan administration and implementation area encompassing payor back-office operations such as enrollment, billing, fulfillment, operational reporting etc.
+ Strong decision-making skills in fast moving environments.
+ Experience leading product transformation within a large enterprise
+ Strong negotiation, organizational, management, analytical and people skills.
+ Data-driven decision making and quantitative analysis skills.
+ General understanding of core programming and computer science concepts, including cloud and AI/ML.
+ Agile Certification
Education:
Bachelor’s degree or equivalent work experience
Pay Range
The typical pay range for this role is:
$118,450.00 - $260,590.00
This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company’s equity award program.
