Responsibilities Serves as an engineering technician with emphasis on electrical and mechanical aspects of engineering, such as renovation and renewal projects, fire alarm projects, electrical installation projects, etc. Performs duties requiring practical engineering skills for all types of Sustainment, Restoration, and Modernization (SRM) construction, renovation, maintenance, and repair projects. Responsible for developing plans, designs, drawings, specifications and cost estimates for a variety of projects of broad scope and complexity. Provides technical engineering guidance and assistance on assigned projects. Performs technical work primarily requiring a thorough working knowledge of methods and techniques of operation and maintenance of Fire alarm, HVAC, fire protection, mass notification and energy management systems and controls. Serves as Contracting Officer Representative (COR) with responsibility for engineering management and surveillance of all contract construction involving new construction, services, alteration, modification, enlargement and repair work. Requirements Conditions of Employment Qualifications To qualify for an Engineering Technician (Electrical), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. For current and former Federal civilian service employees, to qualify for the GS-11 grade level, specialized experience must be at the GS-09 grade level or equivalent under other pay systems in the Federal service, military or private sector. For all other applicants, to qualify for the GS-11 grade level, specialized experience must be at the GS-10 grade level or equivalent in the military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-10: Performing technical work primarily requiring a thorough working knowledge of methods and techniques of operation and maintenance of Fire alarm, HVAC, fire protection, mass notification and energy management systems and controls. GS-09: Assisting in designing, redesigning, and design modification of structures, systems, and other assigned projects requiring application of a considerable number of different methods, procedures, and techniques. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: The work involves moderate physical demands in terms of inspections, investigations, and surveys of facilities. This normally requires long periods of standing, walking, stooping, bending or climbing of stairs. The work is also performed in an office setting doing paper work, and in conference rooms. Work Environment: Work is normally performed in a climate controlled office setting. Work often times requires exposure to adverse conditions such as found in warehouses, outlying areas, and construction sites. There may be frequent exposure to dust, di1t, extremes of temperature and high noise levels. Protective clothing and equipment are issued or available for use; i.e., safety boots, hard hats and safety glasses. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Drug-Free Workplace Policy The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing. Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing. The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, nor fentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids. ADVISORY: Use of cannabidiol (CBD) products may result in a positive drug test for marijuana. DLA employees are subject to Federal law and under Federal law, Marijuana is a Schedule I drug and is illegal.
