    Summary This vacancy is for a Supervisory Regulatory Compliance Specialist, GS-1801-14, located in Alameda, CA. The incumbent is subject to relocation to alternate Continuity of Operations (COOP) site, whether locally, or out of the geographic area of Alameda, CA, for periods up to 30 days. Responsibilities You will serve as a Supervisory Regulatory Compliance Specialist and will be assigned to the Prevention Branch (PACAREA-5P), Preparedness Division (PACAREA-5), at Coast Guard Pacific Area (PACAREA) in Alameda, CA. As the Prevention Branch Chief, this position reviews, interprets, and converts higher guidance and policy into operational planning guidance for Coast Guard prevention missions. Typical work assignments include: Providing operational planning direction for all Prevention operations in support of the Commandant's Strategic Planning Direction (SPD) and the Marine Safety Performance Plan (MSPP). Providing necessary standards and performance measures to ensure that enforcement efforts gain compliance in order to achieve the goals of the SPD and MSPP. Establishing Prevention focused operations based on casualty, personnel action, marine violation patterns or other identified threats/and vulnerabilities. Establishing and maintaining liaison and necessary working relationships at the Area level with cognizant representatives of federal/regional/state agencies, shipping interests, labor and other maritime groups. Evaluating and implementing rules, regulations, and policies for marine safety, security and environmental compliance operations within Area. Identifying gaps in existing program policies. Coordinating the execution of Prevention program changes developed by Commandant. Must be a U.S. Citizen or National. Must be registered or exempt from the Selective Service. See www.sss.gov Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a one-year probationary period. This is not a Bargaining Unit position. Selectee must provide a valid state driver's license and safe driving record. Time-in-Grade requirement must be met by the closing date of the vacancy. This position requires pre-employment and random drug testing. All Federal employees are required to have Federal salary payments made by direct deposit. Qualifications At the GS-14 level: Applicants must have one year of specialized experience equivalent to at least the GS-13 grade level in the federal service. Specialized experience is the experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of the position and is typically in or related to this line of work. Examples of specialized experience include: Knowledge, skills and abilities to carry out supervisory responsibilities for the workforce; and analyze situations and prepare solutions to problems. Ability to adapt quickly to changes in regulations and procedures or to interruptions, which may disrupt the workflow. Working knowledge of commercial vessels and recreational boating safety standards, along with a comprehensive knowledge of various applicable federal laws and regulations. Coast Guard policy/directives/guidance, Navigation and Vessel Inspection Circulars, and Marine Safety Manuals sufficient to provide consistent interpretation and application of appropriate compliance, prevention, enforcement, and safety standards. Performs regulatory compliance programs and functions across AOR in order to provide substantive advice and develop recommendations. Student Loan Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three-year service agreement.
