    Summary This vacancy is for a GS-0343-13, Management Analyst located in the Department of Homeland Security, U.S. Coast Guard, NMC ADMINISTRATION BRANCH. Duty location will be Martinsburg, WV. Responsibilities You will serve as a Management Analyst and be responsible for providing administrative support to NMC and the subordinate 17 Regional Exam Centers (REC) and two remote Monitoring Units (MU) within the U.S. and its territories. You will provide managers with objective and fact-based information for building decisions on the administrative and program aspects of credentialing operations and management, through a wide variety of assignments on the effectiveness and efficiency of support programs and operations. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Certifies organizational structure, functional alignment, and staffing configurations are effective, efficient, and consistent with NMC mission and functional statements. Provides detailed input for the development of Organizational Modification Requests (OMR) and Personnel Allowance List (PAL) reprogramming reviews Confirms all personnel actions for recruitment and selection of new employees, promotions, reassignments, awards, training, and discipline are completed in a timely manner, meet quality assurance criteria, and are submitted in accordance with OPM, Coast Guard and unit requirements. Coordinates with various Coast Guard Civilian Personnel Offices Serves as counselor and mentor for civilian personnel on career development education, and future opportunities. Informs employees on policies and latest regulation on Equal Employment Opportunity (EEO), health benefits, retirements and other benefits, civilian personnel placement utilization, training, time and attendance, pay, leave, overtime, promotions, awards, and other personnel actions Incumbent is the fiduciary for civilian over-time and compensatory-time funds, civilian cash awards, quality step increase allocations, professional liability insurance, and the civilian hiring budget. Maintains funding control for civilian hiring, management of civilian positions, and an electronic library of position descriptions for NMC. Works closely with the Civilian Employee Financial Resources Official (CEFRO) on data integrity and validation of NMC's ledger for accuracy and uses data metrics for trend analysis Responsible for the management of military and employee performance reviews and tracks and provides reports on employee performance review systems. Ensures that CG and OPM policies are followed in the creation and recording of performance plans. Coordinates and provides guidance to leadership and supervisors on plan timelines, mid-year and end of year performance plan reviews Requirements Conditions of Employment All qualification requirements must be met by the closing date of the announcement. Qualifications To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Experience with Coast Guard program goals, objectives, events, milestones, methods, and sequences to evaluate program accomplishments Experience in fact finding and investigative techniques, oral and written communication, and the development of presentations and reports NOTE: Education cannot be substituted for experience at this grade level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. Education This position does not have a positive education requirement.
