    Summary This position serves as a Utility Systems Repairer-Operator. The primary purpose of this position is to install, maintain, test, troubleshoot, repair, and calibrate a variety of utility systems that require intermediate to journey level skills in various utility related trades such as electrical work, air conditioning equipment repair, heating equipment maintenance, boiler plant maintenance, wastewater treatment operation, water treatment operation, and engineering equipment operation. Responsibilities MAJOR DUTIES Utility System Operator Helper assists journeyman level operators by performing routine duties of various utility systems located at Mount Rushmore National Memorial. The work is concerned with assistance duties in the operation of the park's wastewater treatment plant, potable water system, propane distribution system, chiller system, and other heating/air conditioning systems. This position assists in the operation and the very routine operator maintenance of the utility systems at Mount Rushmore. Assists journey worker in performing very routine/very minor operator maintenance and repair on mechanical equipment such as pumps, blowers, timers, chlorinators, timers, pipelines and reservoirs. As directed, assists journey work who traces and locates minor operational defects in existing equipment. Following specific guidance and instruction, performs very routine and recurring daily checks related to water production and quality including chlorine residuals, pH test, temperature and/or turbidity. Assists with meter and gauge reading and reporting. Assists in keeping of accurate records and preparing basic reports on wastewater and potable water plants, collection system operations, and/or other utility systems. Reports findings to higher graded employee. As needed/directed, aids operators in a lab work to ensure compliance with standards. Operates a hand tools appropriate for the trades, i.e., hammers, screwdrivers, drills, augers, sanders, grinders. Specific Park location may require the use of snow blowers or ATVs for access and mobility. Occasionally, the helper performs more difficult work under close supervision, such as making minor adjustments to equipment or the most basic and obvious aspects of chemical application. Performs shop support work: Uses and accounts for tools and equipment. Sweeps, cleans spills, and removes trash to keep work area clean and orderly. Stocks shelves. Documents accomplishments in Facility Management Software System (FMSS). Assists in response to related utility breakdowns, waterlines, sewer lines, pumps and motors. Utilizes safety practices and procedures following established safety rules and regulations to maintain a safe and clean work environment. AREA INFORMATION Mount Rushmore National Memorial is located three miles west of Keystone, South Dakota, in the Black Hills of southwestern South Dakota. Housing for purchase or rent, schools, medical and dental facilities, churches of most faiths, and shopping are available in Rapid City, 25 miles northeast of Park Headquarters, and in nearby Hill City and Custer. Mount Rushmore National Memorial (U.S. National Park Service) Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Direct Deposit: Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Drivers License: You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. Uniform: You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. Probationary Period: If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. Water Treatment, Distribution or Wastewater Treatment Operators Certificate: You must possess and maintain a current Water Treatment, Distribution or Wastewater Treatment Operators Certificate, and you must be able to secure and maintain a valid South Dakota Department of Health Services Level 1 Certificate. Minimum Age Requirement: Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. Qualifications To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors: Ability To Do The Work Of The Position Without More Than Normal Supervision (SCREEN OUT) Ability To Interpret Instructions, Specification, etc. (includes blueprints reading) Ability To Use and Maintain Tools and Equipment Drivers license Knowledge of Equipment Assembly, Installation Repair, etc. Knowledge of materials Technical Competence Technical Practices (theoretical precise, artistic) Use of Measuring Instruments SCREEN OUTS MINIMUM QUALIFICATIONS: Experience in the repair and installation of water and/or wastewater pipes, valves, fire hydrants and related public water and/or wastewater systems. Perform troubleshooting on various water treatment equipment such as chemical solution feeders and chlorinators, mixed media pressure filters, slow sand filtration, cartridge type filtration systems, and pressure regulators. I utilize hand and power tools associated with this trade. Perform these duties independently subject to occasional inspection. DRIVER'S LICENSE: This position requires that the incumbent possess a valid Driver's License. WATER TREATMENT, DISTRIBUTION, OR WASTEWATER OPERATORS CERTIFICATION: Level 1 or greater certification in at least one (1) of the following: Water Treatment, Water Distribution or Wastewater Treatment in State of South Dakota or equivalent license from another state and can meet the reciprocity conditions within 12 months. If your knowledge and ability in the SCREEN OUT factor above is not sufficient, you will receive no further consideration. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. Physical Demands: Work assignments typically require moderately heavy physical effort to lift, carry, or otherwise handle items typically weighing up to 40 pounds. Duties require the incumbent to maneuver into and out of specific locations while dismantling and assembling utility related equipment. The incumbent makes repairs and installations from ladders, scaffolding, and platforms where the parts of systems worked on are in hard-to-reach places. Frequent standing, walking, bending, crouching, reaching, and stooping is typical. Occasionally, climbing and work in high places may be required, as well as the use of hoists, holders, and pulleys when handling large equipment. Working Conditions: Work is both indoors and outdoors where the incumbent may be subject to prevailing weather conditions. The incumbent may be exposed to biological hazards or diseases while cleaning equipment or shoveling sludge, and hazardous gases such as methane, chlorine, hydrogen sulfide, and carbon monoxide. The incumbent may also be subject to electrical shock, loud noises, acids, and hydraulic fluids while working around motors and pumps. There is exposure to shock, burns, and strains. The incumbent follows prescribed safety practices and uses safety equipment such as face shields, gloves, hard-toe shoes, respirators, and protective clothing that may be uncomfortable to wear. The incumbent is required to attend and participate in safety meetings and training and review and follow safety regulations and policies prior to using Personal Protective Equipment (PPE) such as goggles, rubber mats, gloves, hard hats and respirators as the jobs require. The incumbent may be required to operate motor vehicles and heavy engineering equipment.
