Summary You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the FINANCIAL MANAGEMENT OFFICE-N8 DEPARTMENT of COMNAVREG SE JAX. This position is a Temporary Promotion not to exceed 3 Years. This position may be extended at 1 Year increments for an additional 2 years for a total of 5 Years. Position may be made permanent without further competition. Management has the right to terminate the promotion before the NTE date. Responsibilities You will assist the Comptroller in the formulation of broad regional budget estimates necessary to support a myriad of plans, programs and activities at Installations located throughout the southeastern United States and Caribbean. You will present and defend budgetary control requirements to senior officials. You will evaluate budget requests, controls and reporting of obligations and expenditures. You will brief senior managers on budget execution and provide recommendations to correct program variances or resolve complex program areas required to support all operational requirements while complying with all accountability requirements. You will direct continuing program execution reviews, analysis and appraisal of the major financial operating and support programs. You will ensure day to day operations of financial management are on track. You will provide administrative and technical oversight and supervision to Supervisory Financial Management Analysts and Financial Management Analysts that oversee CNRSE Financial Management functions. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as Budget Officer and senior financial analyst for assigned programs; 2) Coordinating budget execution among Region Program Directors/managers/analysts and senior management; 3) Assisting the Comptroller with preparation of budget exhibits and formulation; 4) Directing financial reporting and resolution of problems (e.g. unmatched transactions, reconciliations, problem payments); 5) Serving as a Delegated Authorizing official, including development, determination, and interpretation of budgetary policies and practices; 6) Representing the Department in matters of financial audit and program review; 7) Planning work, setting priorities, and scheduling work for junior employees to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work, and seeking to improve production and quality of work. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
