Job Description
Minimum Qualifications
Minimum** **Education
+ Bachelor's degree in Business Administration, Public Administration, Supply Chain or a related field.
Minimum** **Experience
+ A minimum of ten (10) years of demonstrated experience in project management, including experience in training on procurement related subject matter and compliance. A minimum of five (5) years demonstrated experience as a manager of complex projects in a large organization.
Minimum** **Certification/Licensure
+ Must obtain certification from an accredited Procurement or Project Management program;
+ The National Contract Management Association (NCMA),
+ Universal Public Procurement Certification Council (UPPCC),
+ National Institute of Government Purchasing (NIGP),
+ The Institute for Supply Management, Project Management Institute (PMI), Association of Change Management Professionals (ACMP), within two (2) years of hire. This certification must be maintained thereafter.
Preferred** **Qualifications
+ Master's degree in Business Administration, Public Administration, Supply Chain or a related field
+ Certified Project Management Professional (PMP), Certified Change Management Professional (CCMP), Certified Professional in Supply Management (CPSM)

Mission Essential Designation:
In accordance with the Washington Metropolitan Area Transit Authority¿s Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.
Summary
The **Procurement Transformation Director** leads the overall development/implementation of procurement transformation improvements for Metro. This program has agency-wide strategic impact, and intends to make systematic, organizational change to improve performance and align with the mission, vision, values, and strategies of Metro. Duties include, but not limited to, project management/communication, coordinating project schedules and assignments among Procurement staff and external departments; developing policies and providing quality guidance; formulating and managing program scope and schedule; ensuring appropriate document control, and serving as the client relationship manager of high-profile programs/projects. The incumbent ensures regulatory compliance when managing contracts, technical requirements, and maintains/leverages knowledge of trending innovation in the customer experience arena.
Essential Functions
+ Leads the strategic planning, execution, and governance of major procurement transformation initiatives, ensuring alignment with enterprise objectives and executive priorities. Drives measurable improvements in procurement performance, value delivery, and operational efficiency.
+ Acts as a senior transformation leader overseeing cross-functional collaboration and alignment, including presenting recommendations and progress to the Executive Team, and ensuring business continuity and change integration.
+ Owns the end-to-end modernization of procurement capabilities, from ¿as-is¿ process mapping to ¿future-state¿ design, ensuring that transformation initiatives are forward-thinking, scalable, and fully integrated across departments and systems.
+ Drives a metrics-based performance culture, defining KPIs and success metrics to monitor and communicate the progress, value realization, and impact of procurement transformation programs.
+ Leads complex stakeholder engagement strategies and enterprise-level change management efforts, partnering with leaders across Procurement, Legal, DM, Finance, and Operations to influence adoption and secure long-term program sustainability.
+ Establishes and governs policies, procedures, and compliance mechanisms, ensuring full adherence to Authority procurement rules, regulatory standards, and risk mitigation best practices.
+ Develops and delivers compelling executive-level communications, business cases, and status updates that articulate program outcomes, innovation milestones, and transformation success stories.
+ Chairs the Procurement Process Improvement Committee and leads monthly performance reviews, ensuring transformation progress remains transparent, measurable, and responsive to internal and external stakeholder feedback.
+ Provides enterprise thought leadership on process improvement, digital enablement, and procurement best practices. Champions continuous improvement and innovation by integrating emerging trends in technology and customer experience.
+ Executes advanced project and program management practices, including scope definition, scheduling, budgeting, resource planning, and stakeholder reporting to ensure projects are delivered on time, within scope, and with maximum value.
+ Builds insight-driven recommendations using quantitative and qualitative data to inform decision-making, measure program health, and communicate business impact across the organization.
+ Supports executive leadership with strategic initiatives and high-priority procurement projects, ensuring transformation efforts remain aligned with evolving business needs.

+ Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
