    POSITION SUMMARY

    The Office of Community Health & Safety (OCHS) is tasked with addressing community needs via innovative programs that combine social services staff and expertise with first-responder partners. These programs seek to support and improve outcomes for individuals who experience extreme poverty, criminal justice involvement, homelessness, mental and behavioral health issues, substance use, and other antecedents to crisis. Critical to this endeavor, the Data Analyst is a 3-year grant funded position under the Bureau of Justice Assistance’s Connect and Protect: Law Enforcement Behavioral Health Response Program.

     

    The Data Analyst (Health & Safety) will primarily be responsible for analyzing and synthesizing data related to Office of Community Health & Safety participants and traditional 9-1-1 responses via calls for service. Crucial to supporting this analysis is an ability to create visualizations that accurately and creatively illustrate the work of OCHS. The Data Analyst will also take a leadership role in coordinating tickets, projects, and design-level updates with our software as a service (SaaS) provider. The Data Analyst will work with the Assistant Director and Program Manager of Operations to map out program evaluation strategies to usher sustainability and accountability for the programs.

     

    The ideal candidate will be a natural collaborator and have a deep interest in utilizing their technical skills to augment our programs’ impact on City of Pittsburgh community members.

    Qualifying Requirements :

    Your City of Pittsburgh application will be reviewed, and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.

     

    + WORK EXPERIENCE: The application must clearly show three (3) years of full-time experience working in data analysis, information science, or a related field. Familiarity with City of Pittsburgh diversion, homeless services, and crisis response programs is preferred. (Less than full-time experience will be calculated on a pro-rated basis.)

    + EDUCATION/TRAINING: The application must clearly show a Bachelor's Degree from a fully accredited institution in Computer Science, Information Science, Data Analysis, or a related field. A Master’s Degree is preferred. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

    + EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is seven (7) years.

    CIVIL SERVICE EXAMINATIONS

    POSITION DUTIES

    + Collects, pre-processes, cleans, and analyzes data gathered from OCHS and its partnerships with the Pittsburgh Bureaus of Police, Fire, and EMS.

    + Seeks appropriate permission from Assistant Director of Public Safety regarding sharing OCHS data with any stakeholders.

    + Uses a variety of computer hardware and software to produce maps, texts, tables, graphs, charts and other aids to be used in reports and presentations.

    + Pulls and cleans data from various databases using SQL queries and/or coding using the R environment.

    + Strong ability to apply Python understanding to various projects.

    + Presents information using data visualization techniques.

    + Performs geospatial analysis using geographic information systems (GIS).

    + Audits and provides quality assurance for analysis of OCH&S programs.

    + Works closely with the Crime Analysts in the Pittsburgh Bureau of Police in order to support analytics projects at the City.

    + Utilizes technical skillset to ensure that the Office of Community Health & Safety maintains compliance with data reporting requirements for local, state, federal, and other funding sources.

    + Uses project management skillset and understanding to complete or otherwise make progress on assigned projects in a timely manner.

    + Proactively communicates regarding challenges of both a technical and project-based nature to supervisor and Assistant Director and comes prepared with potential solutions.

    + Coordinates workstream with Julota or chosen software as a solution (SaaS) provider for Office of Community Health & Safety, including but not limited to: meeting with Julota regularly, submitting quality/bug ticket requests on behalf of OCHS staff, supporting the development and implementation of design level-changes, and maintaining a productive relationship with the vendor.

    + Maintains proficiency with GIS software and crime analysis, methods, tools and procedures to manipulate, analyze and present data.

    + Adheres to style guidance for analytic project presentation and visualization.

    + Researches and collects data needed to monitor trends, patterns and changes in population, technology, operating activities, and calls for service which impact quality and delivery of service to the community; uses parametric and non-parametric statistical methods to analyze such data and prepare in-depth and summary reports.

    + Supports evaluation efforts at OCHS.

    + Implements and adheres to procedures for data privacy and governance.

    + Performs all other duties, activities, and functions of related personnel as assigned or required.
