    Summary The Director for Business and International Taxation position serves as the Treasury Department's top economist in the field of business and international taxation, including corporate, partnership, and sole proprietorship income taxes. As such, the Director for Business and International Taxation works closely with the Director and Chief Economist, Office of Tax Analysis in various phases of their activities. Responsibilities The Director for Business and International Taxation ensures the Treasury Department furnishes in-depth, high-quality analyses, reports, and other data to the: (a) Ways and Means Committee of the U.S. House of Representatives; (b) Finance Committee of the U.S. Senate;(c) Joint Committee on Taxation; and (d) other offices and departments within the Executive Branch, including, e.g., the National Economic Council. The Director for Business and International Taxation is also responsible for performing the following duties and responsibilities: Guides improvement in the models, data, methodologies, and theories used to analyze and evaluate international and business taxation policies. Initiates, plans, and directs a wide range of basic studies of the business taxation system of the Federal Government. The business tax system as a whole is analyzed and evaluated with a view to making adjustments in a manner that will be fair to taxpayers, and which will minimize undesirable economic effects. Analyzes and evaluates the need for and directs analyses of specific tax proposals. This is done to: (a) determine their effects on particular groups of taxpayers and on the economy as a whole; and (b) avoid inequity among taxpayers in a particular group. Ascertains and develops methods for meeting the administrative and compliance problems of these proposals. These studies require in-depth analyses and evaluations of the anticipated or probable effects of tax changes on the domestic and international economy. In addition, coordinates studies with those of the International Tax Counsel, Internal Revenue Service, and other Treasury and Executive Branch offices and officials. The Director for Business and International Taxation frequently is required to give technical advice and assistance to top level Treasury Department officials. Participates in the formulation of legislative programs in the area of business and international taxation. Makes substantive recommendations on ways to adjust the Nation's taxation system to changing economic conditions. Represents the Office of Tax Policy in dealing with other Federal agencies, typically on matters that are related to business and international taxation. Supervises the Business and International Taxation Division and performs related administrative functions. Helps determine and set objectives and priorities for the Business and International Taxation Division and assigns work to the staff in accordance with those objectives and priorities. Reviews staff work for substantive content as well as proper format and ensures that work is completed on schedule. Performs annual performance evaluations for each staff member and maintains current position descriptions and performance objectives for each staff member. Aids in the recruitment and hiring of professional staff for the entire Office of Tax Analysis. Advises U.S. delegation to international economic conferences on tax matters. In addition, the Director serves as a delegate to OCED VAT working Party. Aids in the professional development of the staff of the Business and International Taxation Division. Encourages written descriptions of work in a professional format for dissemination to other tax professionals. Also encourages participation in conferences and other formal and informal contacts with the professional tax community. Requirements Conditions of Employment Qualifications To qualify for the position of Director for Business and International Taxation, you must meet the following requirements: Possess either (a) a bachelor's degree from an accredited college or university in economics which includes at least 21 semester hours in statistics, accounting or calculus; or Possess (b) a combination of education and experiences courses equivalent to a major in economics as shown in (a) plus appropriate experience or additional education. RESUME: As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your two (2) page resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity. Your resume must provide information regarding your professional experience and accomplishments that demonstrate your ability to perform the duties of this position and meet the mandatory Technical Qualification(s) and Executive Core Qualifications listed below. Your resume must demonstrate possession of the knowledge, skills, and abilities essential to fulfill executive responsibilities typically required in SES positions, including: Directing the work of an organizational unit; Accountability for the success of one or more specific programs or projects; Monitoring progress toward organizational goals and periodically evaluates and makes appropriate adjustments to such goals; Supervising the work of employees (other than personnel assistants) at least 25% of the time; or Exercising important policy-making, policy-determining, or other executive functions If you are currently serving under a career SES appointment, are eligible for reinstatement into the SES (this means you were previously employed as a Career SES employee and successfully completed a one-year probationary period) or have successfully completed an OPM-certified SES Candidate Development Program (CDP), your resume must clearly state that you are a current career SES, eligible for reinstatement, or SES CDP certified, including the year of certification. EXECUTIVE CORE QUALIFICATIONS (ECQs): By statute, OPM prescribes Executive Core Qualifications (ECQs) for the appointment of career SES members. The ECQs were designed to evaluate executive experience and not technical expertise. The following ECQs provide the focus for certification of executive core qualifications for initial appointment to the Senior Executive Service. Your two-page resume should show that you possess the Executive Core Qualifications. ECQ 1 - Commitment to the Rule of Law and the Principles of the American Founding: Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. Leadership Competencies: Knowledge of the American System of Government, Commitment to the Rule of Law, Civic-Mindedness. ECQ 2 - Driving Efficiency: Demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. Leadership Competencies: Fiscal Responsibility, Managing Resources, Leveraging Technology. ECQ 3 - Merit and Competence: Demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality. Leadership Competencies: Technical Skill, Problem Solving, Agility and Resilience. ECQ 4 - Leading People: Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. Leadership Competencies: Accountability, Developing Others, Executive Judgement. ECQ 5 - Achieving Results: Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Leadership Competencies: Operational Mindset, Innovation, Strategic Thinking. FUNDAMENTAL COMPETENCIES: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Written Communication, Integrity/Honesty, Continual Learning, and Public Service Motivation. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In addition to the ECQs, candidates must address Technical Qualifications (TQs). MTQs are designed to assess an applicant's experience relevant to the specific position requirements. All applicants must clearly demonstrate in their two-page resume, experience and accomplishments related to the MTQs below: MTQ 1 - Expert financial economist: Diversified economic and/or econometric experience analyzing highly complex tax policy or pubic finance issues, that is, applied microeconomic research, with emphasis on the analysis of Federal income taxation. Demonstrated ability to make effective presentations, orally and in writing, regarding such analytical work as evidenced by outside professional activities and publications. MTQ 2 - Tax policy and tax reform expert: Comprehensive and in-depth knowledge of Federal tax policy, with emphasis on demonstrated skill and experience and outstanding ability to conduct complex economic analysis and studies of Federal tax policy. Demonstrated achievement of expert knowledge of statistical and econometric techniques applicable to the analysis of tax policy issues as evidenced by significant professional recognition, or substantial technical publications. Knowledge of the process of developing proposals to revise or reform the Internal Revenue Code, with emphasis on analyzing the structure and likely effects of existing and proposed tax policy provisions. MTQ 3 - Organizational knowledge: A comprehensive understanding of the functions of the Office of Tax Analysis and its relationship to other offices within Treasury, the Internal Revenue Service, the Council of Economic Advisors, and the Office of Management and Budget.
