Responsibilities The primary purpose of this position is: To serve as Table Top Exercise (TTX), Senior Leader Seminar (SLS),and Wargame Planner and/or Workgroup Lead for Homeland Defense (HD) and Defense Support of Civil Authorities (DSCA) exercises, responsible for planning and executing TTXs, SLSs, and Wargames to train NORAD and USNORTHCOM staff in their homeland defense and civil support missions and test/refine warfare theories and develop tactical, strategic, and doctrinal solutions. Duties: Plans, organizes, and directs the activities of a Wargaming Operations team, ensuring the planning and execution of joint and combined exercises and wargaming with air, land, maritime, and civil expertise utilizing representative models and simulations to comply with legal and regulatory requirements and meet customer needs. Serves as a senior analyst in the Wargaming Division and adversary subject matter expert (SME) advisor. Serves as a Wargaming Training and Friendly Forces Planner, SME and principal action officer for N&NC/J7 Wargaming Division. Responsible for communicating and effectively integrating the Commands policies, plans, procedures, actions, and milestones to ensure the effectiveness and efficiency of planning, development, modification, execution, engagement, evaluation and analysis of wargame, TTX, and SLS events. Articulates and communicates to the team upcoming assignments and projects, problems to be solved, actionable events, milestones, and /or program issues under review, and deadlines with timeframes for completion. Requirements Conditions of Employment Qualifications Conditions of Employment Continued: This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. Employee may be required to work non-traditional duty hours and/or be "on call" after normal duty hours, which may include evenings, weekends and holidays. Overtime may be required on short notice. Shift work may be necessary during exercises, crises, or contingencies. Frequently, incumbent may be required to be on a two or four-hour recall. May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functionsmay include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future OperationsCenter, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/oralternate duty locations. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled"Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's teleworkarrangement may be terminated at the discretion of the supervisor or at the employee's request. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience, which is equivalent to Federal experience at the next lower grade (GS-12) level or equivalent (grade level, pay schedule, pay band, etc) and is described in detail in my resume; which includes expert mastery of and skill in applying broad areas of or specialized areas within technical training sufficient to design and develop the most appropriate techniques to solve training and readiness problems, enhance performance, or increase disaster preparedness/response efficiency and effectiveness; provide expert judgments concerning the validity of assumptions made and the criteria to evaluate training and readiness alternatives; identify actual or potential readiness deficiencies, trends, and similar factors to improve agency program operations and management systems; and recommend new or amended policies, procedures, and management systems as they relate to Department of Defense, NORAD, USNORTHCOM, and NGB's programs and Federal, State, Territory, and local agencies with similar program responsibilities; Comprehensive knowledge of local, state, and federal agencies organization, structure and plans as related to Defense Support of Civil Authorities, homeland security, homeland defense, security cooperation, crisis management, consequence management, and civil disturbance, as well as an understanding of classified operational plans; Expert knowledge and understanding of the current missions, capabilities, organization and operations of: NORAD, USNORTHCOM; other unified commands; military services; National Guard; US Coast Guard, Reserve Forces; Department of Defense; DOD intelligence organizations; and FBI, CIA, DOJ, DOE, FEMA, international partners etc. is required. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Skill in the management of detailed planning and execution of multiple wargames and exercises; Knowledge of the functions, goals, objectives, and work processes pertinent to conductingCombatant Command and Bi-national Command training exercises. Knowledge of current military law, national strategy, national response framework, joint plans,policies, plans and guidance; Skill in applying Joint Training System concepts to meet exercise and training objectives andreporting responsibilities. Knowledge of crisis response processes and the command and controls systems. Skill in written and oral communication. Knowledge of foreign disclosure, security policies and procedures. Skill in leading wargaming and exercise planning events, to negotiate and defend ideas and supportwargaming and exercise concepts; Skill in managing several projects simultaneously. Skills in the preparation of broad and difficult comprehensive management studies to proposesolutions to challenging management problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
