Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a INFORMATION SECURITY SPECIALIST (Title 32), Position Description Number D2138000 and is part of the IL 182 AW, National Guard. Responsibilities As an INFORMATION SECURITY SPECIALIST (Title 32), GS-0080-12, you will serve as the Wing Chief of Information Protection at Air National Guard installations. Administers the Information Protection (IP) Program to include protection from espionage, terrorism, and threats of unauthorized disclosure and/or compromise of information or material considered vital to wing and command mission interests, national defense or national security. Major Duties - This is NOT an all-inclusive list: Formulate wing program goals, policy implementation guidelines, procedures, and work plans for information security activities. Interpret NGB, ANG, AF, DoD, and federal regulations for information security processes within the Wing. Provide technical advice, training, and assistance to commanders, directorates, and security managers on Information Security matters. Analyze and evaluate classification downgrading, declassification, and destruction programs. Oversee and conduct regulatory and non-regulatory security surveys and Information Security Program Reviews (ISPRs). Make information protection risk assessments and develop risk management/mitigation strategies based on intelligence-derived threats. Utilize advanced risk assessment software programs to analyze mission vulnerabilities and security impacts. Develop processes and methods to defeat intelligence gathering or prevent compromise of classified or controlled information. Collaborate with Personnel and Industrial Security specialists to provide Wing leadership a single protection view of risk avoidance. Remain cognizant of developing conditions that could lead to critical security problems and recommend solutions. Direct the overarching focus and direction of the organization by articulating goals and financial constraints of higher headquarters. Select candidates for subordinate positions, considering mission requirements, skills, qualifications, and EEO objectives. Explain performance expectations to subordinates and provide regular feedback on strengths and weaknesses. Approve leave, training, and employee travel; recommend awards; and take corrective or disciplinary actions when necessary. Advise employees on developmental needs, encourage self-development, and ensure equity of performance standards. Evaluate compliance of activities with complex security requirements and ensure corrective action is identified for deficiencies. Prepare ISPR reports and brief commanders on requirements, compliance findings, and recommendations. Review, analyze, and brief results of preliminary inquiries and formal investigations of security violations or incidents. Research, evaluate, and prepare replies to policy questions relative to security programs. Monitor and enforce implementation and oversight of DoD Information, Personnel, and Industrial Security Programs. Requirements Conditions of Employment IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. If an Optional Form (OF) 306, Declaration of Employment is submitted prior to the point of a conditional offer, questions related to background information section may not be asked. This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. May be required to successfully complete a trial period. May be required to successfully complete a supervisor probationary period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Participation in direct deposit is mandatory. Recruitment and relocation incentives may be available for this position. Drug testing may be required. One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position. Limited to on-board ILNG technicians only. Must be able to obtain and maintain the appropriate security clearance of the position. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. Military Grades: Enlisted Only - Minimum & Maximum rank MSgt. GENERAL EXPERIENCE: MUST possess experience, education, or training that provided the ability to collect and analyze data effectively, efficiently, and accurately; apply procedures and directives by reading and interpreting technical material; and communicate clearly and effectively both orally and in writing. Demonstrated ability to follow directions, retain instructions, and assess environmental risk levels. Experience must show progressive responsibility in administrative, professional, technical, investigative, or other relevant work that demonstrates the ability to analyze problems, plan and organize work, and communicate effectively. SPECIALIZED EXPERIENCE: GS-12 Level - MUST possess specialized experience which includes at least 1 year equivalent to the GS-11 Level and experience developing and implementing information security programs across multiple organizations or units; experience conducting risk assessments and developing mitigation strategies for threats to classified or controlled information; experience interpreting and applying Department of Defense, National Guard Bureau, Air National Guard, Air Force, or federal information security regulations and policies; experience providing technical guidance, training, and oversight to subordinate units or personnel on information security programs; experience evaluating compliance through security surveys, Information Security Program Reviews (ISPRs), or inspections and preparing findings and recommendations; and experience analyzing major problems, mission vulnerabilities, and security impacts to mission assurance and providing solutions that ensure program effectiveness and mission success. SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess specialized supervisory experience In managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
