    Job Description:

    This role serves as a critical liaison between mission stakeholders and engineering teams to ensure all requirements, estimates, and migration strategies are aligned with NOAA’s enterprise cloud transformation goals.

     

    This position is ideal for an experienced analyst with a strong background in federal IT modernization initiatives, particularly those involving cloud-based solutions. The analyst will lead efforts in stakeholder engagement, requirements development, cost-benefit analysis, and strategic planning across a portfolio of mission-critical applications.

    Key Responsibilities:

    + Conduct requirements analysis, process mapping, and stakeholder interviews to define business and technical needs.

    + Collaborate with cross-functional teams to develop cloud migration strategies, roadmaps, and implementation plans.

    + Create detailed user stories, use cases, and acceptance criteria in support of Agile software development practices.

    + Develop cost estimates and cost-benefit analyses for migration alternatives.

    + Produce high-quality documentation, including requirements traceability matrices, technical reports, and executive briefings.

    + Support planning meetings, progress reviews, and engagement sessions with NOAA leadership and partner organizations.

    Required Qualifications:

    + Bachelor’s degree in Business Administration, Information Technology, or related field.

    + 6-8+ years of experience performing business analysis on IT transformation or software development projects.

    + At least 3 years of experience supporting cloud migration or IT modernization efforts.

    + Strong command of Agile methodologies, user story development, and backlog refinement.

    + Proficiency in tools such as JIRA, Confluence, Lucidchart, or Microsoft Visio.

    + Excellent analytical, communication, writing, and presentation skills with experience briefing federal stakeholders.

    Preferred Qualifications:

    + Certified Business Analysis Professional (CBAP), PMI Professional in Business Analysis (PMI-PBA), or equivalent credentials.

    + Direct experience with AWS-based solutions or cloud modernization programs in the federal government.

    + Familiarity with NOAA mission systems, architecture, or other federal scientific or IT programs.

    Soft Skills:

    + Ability to facilitate collaboration between technical and non-technical stakeholders.

    + Demonstrated leadership in guiding teams through ambiguity and change.

    + Strong organizational skills and attention to detail.

    + A proactive approach to problem-solving and continuous improvement.
