Minnesota Management and Budget (MMB) is seeking an attorney to provide legal advice and guidance to State executive branch agencies regarding interpretation of and compliance with state and federal labor and employment laws, compensation plans and collective bargaining agreements, and data practices.
Job duties for this position include:
+ Providing legal advice and consultation to executive agencies’ branch human resources, labor relations, affirmative action, and equal opportunity staff, senior management staff, and general counsel on employment and labor law issues
+ Advising executive branch agencies on employment investigations and discipline matters, including applying requirements of collective bargaining agreements and analyzing issues relating to labor and employment law
+ Providing training and operational updates to executive branch agencies on labor and employment law issues so they are kept informed of changes in law or practices
+ Reviewing drafts of documents, policies, procedures, and other materials prepared by non-legal staff for compliance with state and federal law, rules and regulations, statewide policies, and other authorities
+ Representing executive branch agencies in grievance arbitrations and hearings before an arbitrator at the Bureau of Mediation Services or other administrative forums
This position is currently eligible for up to 50% hybrid telework to applicants who either reside in Minnesota **or** a bordering state and within 50 miles of the work location.
Minimum Qualifications
+ Four (4) years of experience providing legal advice, guidance, and representing clients related to employment law, labor law, equal opportunity, and affirmative action issues
+ Juris Doctor (J.D.) from an ABA-accredited law school and actively licensed and in good standing to practice law in the State of Minnesota (or ability to obtain licensure within 90 days of hire)
+ Thorough knowledge and applied understanding of state and federal employment laws and local ordinances in the areas of anti-discrimination and civil rights; wage, pay, and benefits; leave; workplace safety; labor relations; and data practices
+ Analytical, legal research, and problem-solving skills sufficient to identify issues before they arise, propose new and innovative solutions, advise others, and evaluate implementation of solutions
+ Writing and communication skills sufficient to draft and present clear, effective, and legally sound arguments; critical and complex information; legal documents; and policy requirements
+ Demonstrated respect for diversity and a deep commitment to fostering an inclusive and collaborative work environment

+ Six (6) or more years of experience providing legal advice, guidance, and representing clients related to employment law, labor law, equal opportunity, and affirmative action issues
+ Experience representing a public employer (county, state, federal, Tribal, or another municipality)
+ Labor and/or employment law-related experience in Minnesota state government
+ Labor and/or employment law-related experience in a unionized environment
+ Experience planning and delivering complex legal training to non-legal audiences
