This position exists to provide analysis, evaluation and optimization of organizational, technical and administrative processes of Legal Counsel’s Office. Under limited supervision, the incumbent will conduct continuous specialized studies and audits of division-level operational, technical and administrative activities, methods and procedures for the Office of Inspector General’s (OIG) Legal Counsel’s Office. In addition, the incumbent in this position is a Department of Human Services (DHS) SharePoint content strategist and site owner for Legal Counsel’s office. This means the incumbent collaborates with others in OIG and across the agency to establish implement and maintain standards that enforce consistent use of SharePoint in line with data security, retention, communication, and technology policies in line with agency-wide content governance.
Responsibilities include but are not limited to:
+ Implement new work methods and procedures for clearly defined problems in policy and procedures development/analysis.
+ Oversee staff onboarding, offboarding and orientation, work and information flow, and systems analysis/design.
+ Spearhead division wide technical projects.
+ Provide insight and analysis of the division’s budget.
+ Support and assist in the implementation of the SharePoint content strategy of OIG and provide leadership within Legal Counsel’s Office to operationalize strategies aimed at improving the overall use of technical collaboration tools across the agency.
+ Own process documentation and technical assistance guides for Legal’s use of Microsoft Dynamics CRM, SharePoint and other platforms and/or applications managed by Legal.
Minimum Qualifications

One (1) year experience managing technical solutions in a professional environment; OR three (3) years advanced technical or paraprofessional experience managing technical solutions in a professional environment; OR
Bachelor’s degree or higher management information systems, computer science, information technology, business intelligence or related and two (2) years of advanced technical or paraprofessional experience managing technical solutions in a professional environment; AND
Experience must demonstrate the following:
+ Perform technical and user support activities in SharePoint.
+ Assist in establishing project plans including goals, timelines and milestones for IT related projects.
+ Experience documenting and reporting project status(es) and result(s).
+ Demonstrated technical problem-solving skills.
+ Knowledge and experience with Microsoft Suite (Word, SharePoint, OneDrive, Outlook, etc.).
+ Ability to communicate technical projects, processes, and solutions to individuals with limited technical knowledge.
Preferred Qualifications
+ Experience with process improvement/continuous improvement methodology (Lean and Six Sigma).
+ Excellent time-management skills (setting priorities, multi-tasking, etc.).
+ Maintain broad knowledge related to all legal units housed within Office of Inspector General (Background Studies, Licensing, PIOD), to properly delegate and distribute mail and email communications, maintain process documentation, and ensure adequate onboarding training materials are available.
+ Convert datatomeaningfulinformationfordecisionmakers.
+ Collect analyze,andsynthesizedatatosolvenon-recurringproblems.
+ Possess high standards for accuracy of work and must be able to work independently.
+ Excellent use of grammar and syntax and must be able to convey legal and procedural information clearly and concisely with a minimum of oversight.
