    _This position exists to lead the Office of Inspector General's (OIG) Program Integrity and Oversight Division's (PIO) legislative and policy work related to fraud and abuse prevention, detection, investigation, enforcement and remedy actions with regard to Minnesota Child Care Program providers, Child Care Assistance Program providers, and public program recipients. With oversight from the OIG Operations, Policy and Analytics Manager along with engagement from the PIO Manager, unit managers, and guidance from Inspector General, the incumbent:_

     

    + _Coordinates OIG's participation in legislative process and manages a coordinated response to proposals and bills put forth by legislators and stakeholders._

    + _Works with content matter experts to coordinate and manage OIG's preparation and submission of legislation and budget pages for the Governor's budget and DCYF's legislative agenda & serves as PIO's primary contact._

    + _Serves as relationship manager with policy staff across DCYF, and, as appropriate, other state agencies to position PIO as a strategic business partner working to enhance program integrity, continuously improve communication, and establish processes to follow when clarification on policy-related issues is sought._

    + _Engages in advanced level policy/legal research and planning related to the legislative cycle. Provides policy analysis, development, and planning expertise to PIO, the OIG, and the Operations Administration._

    + _Manages special projects and assigned activities related to the development, implementation, maintenance, and adherence to state and federal program integrity laws, related rules, and funding._

    + _Assists staff in cross-departmental policy areas in developing policies and standards that are enforceable; educates colleagues about the intersections between PIO’s work and the policies on which they work in the policy development and policy implementation process._

     

    _The purpose of this position is to (i) lead legislative policy development, communications, reports, and stakeholder engagement efforts for all program integrity related matters, (ii) lead teams of department, cross-agency, county, tribal and other partners to develop statewide policy and service delivery standards to implement state and federal laws, and (iii) identify, design, implement and evaluate trends, policies and procedures to increase program integrity and accountability for DCYF programs of which PIO has oversight authority of._ _The incumbent in this position must be prepared to learn new skill sets and take new directions in response to changes to the federal and state budget, political environment, and industry best practices._

    Minimum Qualifications

    _Three (3) years of experience in policy demonstrating the following:_

    + _Ability to identify and evaluate information/data to develop policy and program recommendations_

    + _Ability to apply policy principles to practice and methods_

    + _Demonstrated research and analysis skills_

    + _Ability to communicate effectively both orally and in writing_

    Preferred Qualifications

    + A bachelor's or master's degree in public policy, public administration, social sciences, or policy related field

    + Experience in Project Management

    + Experience working on developing policy proposals and drafting legislation

    + Ability to understand and quickly process data, policy, and research questions

    + Variety of experiences working effectively with others from different backgrounds and cultures
