Job Description

The division is seeking a self-motivated and detail-oriented Expense Budget Analyst for an exciting opportunity in our information technology space supporting critical public safety functions. The analyst will help support the Fiscal Services Division in managing the Bureau OTPS expense budget as well as fiscal related tasks. The analyst will collaborate with key stakeholders in the NYPD, as well as other City agencies, such as OTI and OMB.
Under direction by the Directors of the division, the Expense Budget Analyst will:
-Work with Bureau partners to help develop, analyze, and monitor the ITB OTPS line-item expense budgets.
-Review spending requests, reconcile encumbrances and forecasts, and request budget modifications to ensure alignment with available funding.
-Enter requisitions in the city-wide PASSPort system and track progress of approvals.
-Assist with the preparation of financial plan new need requests for Bureau projects and work with stakeholders and OMB to obtain approval.
-Prepare detailed reports and update tracking documents as well as assist with presentations to leadership on IT project finances.
-Aid lead development of Standard Operating Procedures for expense budget processes within the division.
-Assist with improvements in financial analysis and reporting including development of capital financial dashboards for management and leadership.
-Other division budget exercises as assigned.

Qualifications
1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing; or
2. A valid New York State Certified Public Accountant license.
To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one year of experience as an Accountant - Assignment Level I or at least two years of satisfactory full-time professional accounting or auditing experience.
