    Job Description

    The New York City Housing Authority (NYCHA), the largest public housing authority in North America, was created in 1935 to provide decent, affordable housing for low- and moderate-income New Yorkers. NYCHA is home to 1 in 17 New Yorkers, providing affordable housing to 528,105 authorized residents through public housing and Permanent Affordability Commitment Together (PACT) programs as well as Section 8 housing. NYCHA has 177,569 apartments in 2,411 buildings across 335 conventional public housing and PACT developments. NYCHA’s mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility. Since the 2019 Agreement between NYCHA, the Department of Housing & Urban Development (HUD), and the U.S. District Court, Southern District of New York (SDNY), NYCHA has been working under a Federal Monitor structure. The HUD Agreement sets the requirement to create a new Organizational Plan in collaboration with the Federal Monitor and sets forth various compliance related targets for NYCHA across major operational areas including: Lead, Mold, Heat, Elevators, Pest, Waste Management, and Inspections.

     

    The Department of Resident Services, Partnerships and Initiatives (RSPI) engages NYCHA residents in critical programs, services, and initiatives in the areas of economic opportunity, youth, senior and social services; serves as a liaison between residents and departments across the Housing Authority; supports NYCHA’s extensive network of Resident Associations; and connects residents to opportunities such as financial empowerment, business development, career advancement, and educational programs.

     

    Under the direction of the Senior Vice President for Resident Services, Participation & Initiatives, the Senior Advisor will play an integral role in driving the transformation of RSPI to enhance resident participation, improve quality and education for resident associations, and develop partnerships with external entities.

    Specific duties include, but are not limited to the following:

    - Serve as key member of the RSPI Senior Team; provide strategic support and partnership to implement change management processes and execute business process improvement.

     

    - Act as liaison between the SVP and the RSPI Senior Team functioning as a resource for identifying problem areas and developing solutions; and ensure timely flow of information between SVP and the rest of RSPI.

     

    - Coordinate with resident leaders and the CCOP on ongoing policy and management issues, working together to build partnership and trust.

     

    - Working with the SVP, develop, track and evaluate metrics for the division. Review and analyze departmental operations and service delivery; make recommendations for enhancements and improved effectiveness at meeting performance goals.

     

    - Asist with creation of standard procedures and improved protocols and guidance to ensure strong internal controls across decentralized teams.

     

    - Support capacity-building within RSPI teams through the development of staff training programs.

     

    - Advise on a wide range of matters of institutional importance on behalf of the SVP, including budgetary and personnel matters, managing correspondence, and overseeing key projects to support the development of a strong organizational infrastructure for RSPI.

     

    - Attend meetings with executive staff on behalf of SVP. Serve as liaison to other NYCHA departments, representing RSPI in internal and external working groups and committees as appropriate.

     

    - Manage special projects as requested.

     

    - Perform other related duties incidental to the work listed above.

    Qualifications

    1. A baccalaureate degree from an accredited college and four (4) years of satisfactory, responsible, full-time experience in a large government agency or business firm with programs in the field of housing, real estate/management, housing construction, engineering or a related field of which at least eighteen (18) months must have been in a responsible administrative, consultative, managerial or executive capacity; or

    2. Education and/or experience equivalent to "1" above. However, all candidates must possess the eighteen (18) months of administrative, consultative, managerial or executive experience as described above.
