    Job Description

    The Office of Labor Relations (OLR) represents the Mayor in the conduct of all labor relations between the City of New York and labor unions representing employees of the City. The Commissioner serves on behalf of the Mayor as the City’s liaison with both labor and management in the private sector. The office is authorized by Executive Order 38 (February 7, 1967), amended by Executive Order 13 (July 24, 1990). Additionally, OLR administers the Health Benefits Program, Management Benefits Fund, Employee Assistance Program, Work Well NYC, Medicare Part B Reimbursement and Pre-Tax Benefits & Citywide Programs including the Deferred Compensation Plan and NYCE IRA. In addition to negotiating collective bargaining agreements, OLR serves as a resource to agencies with regard to workforce labor issues and works with the Municipal Labor Committee (MLC) to pursue innovations in a variety of areas, particularly regarding City health insurance programs. The staff at OLR assist their fellow agencies in handling personnel and payroll issues, conducting labor-management meetings, representing the City at representation hearings, and handling all employee grievances and arbitration matters while also negotiating collective bargaining agreements with the City's 149 bargaining units.

    Job Description

    The Office of Labor Relations Administration Division is seeking to hire a Budget Analyst as a per-diem to report directly to the Assistant Commissioner of Administration and Employee Development work closely with the Director of Budget. The Budget Analyst will oversee OLR PS/OTPS budget of $28 million and related fiscal needs for divisions.

     

    - Liaising with OMB

     

    - Work and complete all OMB analyses and monthly FMS exercises including the Variance Report for OLR

     

    - Oversee the Expense, Other Categorical and Intra/city Revenue Budgets

     

    - Develop New Needs to request additional funds for divisions throughout OLR

     

    - Develop Budget Reduction proposals when requested by OMB.

     

    - Meet with various senior level officials at OLR

     

    - Conduct monthly or quarterly budget meetings with the various divisions as needed.

     

    - Work closely with city agencies and non-Mayoral entities to ensure OLR receives the appropriate reimbursement for programs administered by OLR on their behalf.

     

    - Ensure that the proper budget codes and object codes are used for Personal Services (PS)/Other Than Personal Services (OTPS) expenditures.

     

    - Follow-up on budget modifications that are submitted for approval with OMB.

     

    - Liaising with OLR Procurement to ensure that invoices are processed on time

     

    - Process budget modifications for OTPS and PS as needed

     

    - Review and analyze the agency’s expenses and make recommendations for planning and corrective actions, with the goal of minimizing end-of-year surpluses and avoiding agencies’ deficits.

     

    - Review agencies purchase requests to ensure sufficient funds are available.

     

    - Handle the review and implementation of financial plans.

     

    - Review new hire and promotion requests for availability of funds.

     

    - Analyze the cost implications with potential union settlements

    Qualifications

    1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or

    2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.

    3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.

    4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.

    5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.
