Summary This position serves as the Academy’s chief executive officer and provides executive leadership to ensure effective operations, all facets of the academic development and technical training of midshipmen, and for maintaining an educational program that motivates and prepares students to serve as exemplary leaders in the merchant marine and/or U.S. Armed Forces. Responsibilities The Superintendent Pursuant to 46 U.S.C. § 51301, the Superintendent has immediate command of the U.S. Merchant Marine Academy, subject to the direction of the Secretary of Transportation. The Superintendent serves as the Academy’s chief executive officer and provides executive leadership to ensure its effective operations. The Superintendent is expected to work closely with DOT, DOD, and the merchant marine ecosystem to expand and enhance operations at the Academy. Expected outcomes include: Provide operational oversight of all facets of midshipmen education and academic programming through the Dean/Provost, Department Heads, and other Academy leaders; Leads comprehensive efforts to address campus improvement initiatives including academic achievement, infrastructure improvement, and strategic alignment with government and industry requirements (current and emerging); Lead efforts to combat sexual assault and sexual harassment (SASH) both on campus and during the Sea Year training program; and sets the strategic direction for the Sea Year training program to ensure that sea time placements required to qualify midshipmen to take the Coast Guard licensing exam prioritize midshipman safety and well-being; Promotes and maintains an esprit de corps among midshipmen through the Commandant, and ensures that all Academy programming fosters the development of leadership qualities among midshipmen, including strength of character, integrity, and the highest sense of honor; Directs a proactive program to ensure effective communications regarding the mission and operations of the Academy to Congress, the public, and other stakeholders, including managing effective coordination with DOT regarding all such communications. Desired Qualifications The candidate may have experienced in a military sea service at any rank and be a graduate of the U.S. Merchant Marine Academy, have attained a Coast Guard merchant mariner license, and/or have led an education organization or served a senior leader in the Armed Force or merchant marine Requirements Conditions of Employment You must be a U.S. Citizen. The selectee may be required to live on campus CONDITIONS OF EMPLOYMENT: PROBATIONARY PERIOD: Complete a one-year SES probationary period (unless already completed). WRITING SAMPLE: A writing sample may be required. DRUG TEST: This is a drug testing position. You will be required to complete a drug test upon entry of this position and are subjected to at random drug testing. SECURITY CLEARNACE: You must be able to obtain and retain a TOP SECRET security clearance. Qualifications As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your two (2) page resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity. Your resume must provide information regarding your professional experience and accomplishments that demonstrate your ability to perform the duties of this position and meet the mandatory Technical Qualification(s) and Managerial Executive Core Qualifications listed below. TECHNICAL QUALIFICATIONS (TQs): Below are the descriptions of the mandatory technical qualifications for this position. Your two (2) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet these technical qualifications. 1. Demonstrates executive level experience leading a multifaceted educational organization or institution, e.g. a college or university, military command or academy, and/or industry corporation, ideally with a maritime focus, which included planning, developing, and implementing complex operational and administrative programs. 2. Demonstrates executive level experience in a complex, multi-layered business environment, and ideally should have extensive experience with Federal government processes. Incumbent must demonstrate understanding of Federal law, internal control, and organizational management processes. EXECUTIVE CORE QUALIFICATIONS (ECQs): Below are descriptions of the mandatory ECQs that are required for all SES positions. Your two (2) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet the 5 ECQs. ECQ 3 - Merit and Competence: Demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4 - Leading People: Demonstrated ability to lead and inspire a group toward meeting the organization’s vision, mission, and goals, and to drive a high-performance, high[1]accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. Leadership Competencies: Accountability, Developing Others, Executive Judgement. ECQ 5 - Achieving Results: Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
