This Job Opportunity Announcement (JOA) will be used to fill GS-0086-05 position. The position is located at the Tuskegee Medical Center within the Central Alabama Veterans Health Care System. Responsibilities This position serves as the Security Assistant (Dispatcher). The purpose of the dispatcher is to initiate carry out a variety of complex duties such as monitoring and directing police officer response to emergency and non-emergency criminal activity, security and life safety matter, communications, radio dispatching, telephone, fire and security computer systems. Duties include, but are not limited to: Communications via radio with responding personnel to pass pertinent information regarding hazards that may be present. Operate a variety of communications equipment. Evaluating calls for proper action; initiating Police and/or Fire and Medical response by obtaining information. Monitors surrounding area frequencies for request for mutual aid in accordance with local agreements, VA regulations, and Federal Law. Monitors Physical Access Control System (PACS) for door access management. Position Description/PD#: Security Assistant/PD99858SRelocation/Recruitment Incentives: Not Authorized Financial Disclosure Report: Not required Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet specialized experience and/or education requirements by the closing date of this announcement 09/18/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: answering emergency calls and dispatching to the appropriate response personnel, assessing the information given to pass on to responders, working with a vast array of emergency communication devices. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years of above a high school education. OR Combination: Applicants may also combine education and experience to qualify at this level. Applicants may have the specialized experience, but less than one year; and have more than one year but less than the required education, but the total must meet 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of education beyond the first 2 years by 60. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (You must attach a copy of your transcripts.) NOTE: For GS-5 level positions, only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. You will be rated on the following Competencies for this position: Communication Critical Thinking Interpersonal Skills Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
