    Summary This position is located within the VISN 7 Clinical Resource Hub (CRH). The VISN 7 Pain Management, Opioid Safety, and Prescription Drug Monitoring Program (PMOP) Coordinator will support VISN/Facility Pain points of contact (POCs)/Clinical Leads in the coordination of pain management, opioid safety, and prescription drug monitoring program (PDMP) related initiatives and implementation of VHA and the Joint Commission standards across VISN 7. Responsibilities The VISN PMOP Coordinator will provide professional consultation to VISN Executive Leadership and VA medical facility management concerning planning and coordination of the programmatic responsibilities related to policy and services in pain management, opioid safety, and prescription drug monitoring programs (PDMPs). The VISN PMOP Coordinator will support local facilities in their pursuit of CARF-accredited pain management programs. The incumbent is responsible for the management of national PMOP program at the VISN level. Major duties include, but are not limited to: Working in close collaboration with the facility PMOP Coordinators, VPE and VISN PBM committee, VISN/Facility Pain POC, Primary Care (PACT) Pain Champion, Academic Detailing pharmacists, the VISN/facility Pain Management Team (PMT)/Pain Clinic team members, and other VISN/facility stakeholders. Leading a high functioning VISN Pain Committee that includes stakeholders from across the VISN, and supporting subcommittees, task forces/work groups as indicated. Developing processes/procedures to ensure implementation and compliance with national policy related to pain management, opioid safety and risk mitigation strategies, Overdose Education and Naloxone Distribution (OEND), management of Opioid Use Disorder (OUD), initiatives in compliance with national policy, clinical practice guidelines, and regulatory requirements. Supporting review of community provider opioid prescribing practices as required by the MISSION Act Section 131. Supporting OSI reviews, data-based risk reviews for opioid-exposed patients (including Stratification Tool for Opioid Risk Mitigation (STORM) data-based reviews), and other interdisciplinary pain care forums. Supporting and tracking full implementation of the Stepped Care Model for Pain Management (SCM-PM), including a high functioning PMT/Pain Clinic at all facilities, and access to tertiary pain center within the VISN including a CARF-accredited interdisciplinary pain rehabilitation program. Facilitating implementation of the OUD stepped care model across the VISN, for Step 1 of the Stepped Care for Opioid Use Disorder Train-the-Trainer (SCOUTT) program expansion, e.g., within PMTs/Pain Clinics. Supporting access to tertiary advanced diagnostic and therapeutic interventional pain care modalities. Supporting access to integrative health modalities. Supporting and facilitating veteran outreach events, inclusive of women's health initiatives for pain management. Identifying opioid safety improvement and risk mitigation opportunities for VISN leadership and developing strategic planning efforts in accordance with VA policy, inclusive of, but not limited to PDMP compliance, urine drug screening, and establishing population management processes for targeted risk mitigation. Collaborating to evaluate acute pain care prescribing and processes across the VISN and leading improvement opportunities. Tracking facility level dashboards regarding pain management, opioid safety, and PDMP, including key parameters such as access, productivity, workload, and staffing. Measuring and reporting quality and compliance outcomes related to pain management, opioid safety, and PDMP. Partnering with Academic Detailing and other stakeholders to monitor and disseminate best clinical practices related to PMOP initiatives. Participates in VISN and facility Pain Committee/Community of Practice meetings and other VISN directed activities as appropriate. Reporting to the VISN PBM committee and VPE quarterly, with a written report at least twice per year describing progress in implementing PMOP office initiatives and status of pain management and opioid safety initiatives and mandates throughout the facility. Reports to the VISN leadership as assigned by the VPE during VISN Morning Report as needed but at least annually. Facilitating VISN responses to formal, sensitive inquiries related to pain and opioid safety per patient reported concerns as presented by Patient Advocacy, Executive Leadership, VISN, Congressional, or others. Preparing responses to formal inquiries from the PMOP office. Providing clinical practice to deliver direct patient care. The PMOP coordinator is expected to maintain a clinical practice to keep and enhance pharmacy practice skills. Performing other related duties as assigned by VISN leadership. Work Schedule: 8:00am-4:30pm, Monday-Friday. Work schedule subject to change based on agency needs. Remote: This is a remote position, however, the incumbent must reside within VISN 7 catchment area. This position has been granted a 180-day extension from return to office. This extension will be reviewed on an ongoing basis and does not imply permanent remote work status. Qualifications Basic Requirements: United States Citizenship: Must be Citizen of the United States. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Licensure: Full, current, and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. Experience. In addition to the basic requirements, you must have 1 year of experience equivalent to the next lower grade level (GS-13). AND Knowledge, Skills and Abilities (KSAs): In addition to the experience listed above, candidates must demonstrate the following Knowledge, Skills and Abilities (KSAs) listed below. Skill in persuading others and gaining cooperation to accomplish goals. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. Skill in utilizing regulatory and quality standards to develop and implement operational programs. Skill in managing multiple and diverse people or programs. Skill in utilizing available resources to support the mission and goals of the organization. Assignments: Responsible for the management of national or VISN level programs. These programs include collaboration with other Federal agencies (e.g., National Institutes of Health, Public Health Service, Department of Defense, Food and Drug Administration (FDA), Centers for Disease Control, etc.) or organizations outside the Federal health care system. Programs of this magnitude are directed by VA Central Office or a VISN. Preferred Experience: Must be a licensed Pharmacist (Pharm.D.) with prior Pain Management Opioid Safety and Prescription Drug Monitoring (PMOP) experience. LICENSED PHARMACIST QUALIFICATION STANDARD GS-660 Physical Requirements: Physical aspects associated with work required of this assignment are typical of the occupation. May be required to wear personal protective equipment to undergo annual TB screening or testing as conditions of employment. The incumbent must satisfactorily complete a pre-employment physical to include moderate lifting (15-44 pounds), light carrying 15 lbs or less, straight pulling, reaching above the shoulder with the use of both hands and fingers, ability to distinguish basic colors and shades of colors, which is required for this position. The position requires occasional to frequent travel away from the duty station to provide care to Veterans at other VAMCs, Community-Based Outpatient Clinics (CBOCs), or other sites as appropriate to patient care or training needs. If providing locums-type services, the position may require travel for extended periods to another VA Facility, CBOC or other site as appropriate to patient care.
