Summary The incumbent provides administrative oversight and oversees clinical informatics as well as the clinical administrative support team for the Chief of Staff. Advises on and coordinates administrative policies, programs, and operations for clinical staff. Provides assistance and acts as an administrative subject matter expert (SME) for a wide array of complex specialty care services Responsibilities The Health System Specialist is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Durham VA Health Care System (DVHCS), in the Executive Director service line in Durham, NC. This position reports directly to the Chief of Staff (COS). DVAHCS is one of the leading health care systems serving Veterans in the Mid-Atlantic Region and is an innovative care center within VISN 6. DVAHCS is affiliated with many academic institutions including Duke University, University of North Carolina, East Carolina University, and Campbell University. Recent construction provides state-of-the-art facilities and equipment in many medical and surgical specialties and subspecialties for Veterans living within the central and eastern 27 county catchment area through 14 sites of care. Directs, plans and oversees administrative operations for all Durham VA Health Care System sites of care including the Greenville Health Care Center, Garner Health Care Center, and nine (9) community-based outpatient clinics in Raleigh, Durham, Clayton, Morehead City, and Wake County. Outpatient clinics include two (2) specialty clinics at Brier Creek, for dialysis and blind rehabilitation. These care sites provide outpatient and inpatient care for approximately 80,000 patients spanning many different specialties and Primary Care. Duties include, but may not be limited to the following: Advises on and coordinates all administrative policies, programs, and operations of a highly complex health care delivery system with care spanning eleven (11) campuses and involving over 2500 individual staff. Plans, organizes, evaluates, and coordinates administrative activities. Reviews and analyzes productivity data, develops action plans to improve performance and/or productivity, implements management controls, and conducts short- and long-range planning. Advises management on matters impacted by programmatic/policy changes. Advises on and formulates administrative policies and procedures, adapting existing policies and procedures and/or formulating new policies and procedures. Makes appropriate recommendations to the COS and Executive Leadership based on data analysis and findings. Assists the COS in preparation of a variety of daily, weekly, monthly, and annual reports. Reports include accomplishments, goals, objectives, specific trends, resource management, review against external standards, educational training, research activities, community relations, committee participation, and quality management, etc. Provide complex coordination across clinical and administrative service lines at both facility and Veterans Services Integrated Network (VISN) levels. Regularly prepares Issue Briefs which are designed to inform the VISN and VACO of significant issues/events. Ensures timely follow-up on issues raised during the Durham VAMC Director's daily morning meetings and COS staff meetings. Serves as the management official for the COS on many councils and committees within the formal governance structure. Required to make well informed, effective, and timely decisions even when data is limited, or solutions produce unpleasant consequences. Makes clear and convincing oral presentations, listens effectively, and clarifies information as needed to advocate for the COS in governance meetings. Provides written communication that is clear, concise, organized, and convincing in high level governance meetings. Ensures new or changing administrative policies, programs, and operations for clinical staff are implemented effectively and efficiently. Plans new programs and program expansions to ensure space, staff, and equipment are available and adequate to meet patient care needs. Develops and carries out action plans to redesign processes or programs to prevent or remediate issues or findings. Keeps up to date on technological developments, makes effective use of technology to achieve results, and ensures access to and security of technology systems through collaboration and coordination with the Information Security Officer, the Office of Information and Technology, and Clinical Applications Coordinators. Participates in site visits from the VISN and National programs. Serves as coordinator for authoring site visit reports and tracking action items for the COS. Coordinates with VISN and National Programs to assist with the planning and execution of visits. Performs other related duties as assigned. INDIVIDUAL OCCUPATIONAL REQUIREMENT: Positions in the occupational series 0671 MUST MEET one of the following: Possess an Undergraduate or Graduate degree with a major field of study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPT REQUIRED)OR;Possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR; Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You may qualify based on your experience and/or education s described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to responsible analytical or administrative, budgetary, or clinical experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related. Degree must be relevant to the position to be filled. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 years of graduate level education may be used to qualify applicants for positions at grades GS-11.
