    Summary This position is organizationally aligned to Biomedical Engineering Section, Facilities Management Service, at the VA Illiana Health Care System, Danville, IL . The incumbent serves as the Chief, Biomedical Engineering and is responsible for the health care system-wide Biomedical Engineering Program. *A recruitment/relocation incentive is authorized for highly qualified candidates.* Responsibilities Acts as a staff professional consultant and advisor on professional biomedical engineering matters to top management, and high level medical and administrative staff, and has responsibility for development and management of a complex, professional, highly technical, Biomedical Engineering program. Responsible for setting/adjusting priorities, assigning workload, and setting schedules. Planning, organizing, reviewing, installing/implementing Medical Equipment capital assets. Creation and modification of all policies and procedures for medical equipment that meet or exceed The Joint commission (TJC), NFPA, FDA, SMDA, or VA standards, including annual reviews, performance improvement, and implementation. Advising and collaborating with Service Chiefs, facility leadership, and other stakeholders to assess opportunities and goals to improve patient care, workload/workflow, and cost efficiency. Participates as a technical advisor, supporting new equipment purchasing through application of advanced theories, principles, concepts, and practices of Biomedical Engineering, as well as awareness of changes in technology, during planning, evaluation, and installation/implementation of new systems/equipment. Qualifications Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education and/or Experience: Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time. OR, Certification as a Certified Clinical Engineer (CCE) administered by the American College of Clinical Engineering and a bachelor's degree not listed above. In addition to meeting the at least one of the basic requirements above, you must also meet the following Grade Requirement. You must possess at least one full year of specialized experience (equivalent to a GS-12 Biomedical Engineer with the VHA), which includes: Demonstrates an intimate understanding of complex clinical and biomedical subject matter. Serves as institutional resources, working extensively with clinical stakeholders, supporting clinical services by leading market research, technology assessments, integration planning, and implementation of both current and emerging medical technologies. Manages the Health Insurance Portability and Accountability Act (HIPAA), network security issues for medical systems, and the information communicated across these systems. Assists with capital asset and infrastructure planning, to help ensure successful strategic planning. AND In addition to the experience above, you must demonstrate all of the following Demonstrated Knowledge, Skills, and Abilities (KSAs): Knowledge of the management of overall department resources, i.e., finances, space, equipment, supplies, and staffing at the local level. Ability to draft and/or recommend local policies and/or directives related to healthcare technology management. Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions. Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility. Skill in interpersonal relationships in leading and dealing with employees, team leaders, and managers, both within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). The full performance level of this vacancy is a GS-13. Physical Requirements: The work is sedentary. There may be some walking, standing, bending, and carrying of light items. Working Conditions: The work is performed in an office setting with adequate lighting and other facilities with no unusual health hazards. The incumbent observes normal safety precautions.
