    Job Description and Duties

    The CalSTRS Technology Services Branch is seeking a skilled and technically driven individual to work as an Information Technology Specialist II within the Project Management Program Division.

     

    The Technology Services Branch is committed to providing quality and timely technical support and services to the organization. Technology Services provides resources to successfully meet the technical demands of the organization.

     

    The Project Management Program supports CalSTRS’ commitment to quality and effective use of our valuable resources for the realization of CalSTRS vision, mission, strategic goals and objectives through successful project delivery and administration, management and support of CalSTRS project portfolio management system. Working in the Project Management Program provides the opportunity to work with business and information technology professionals throughout CalSTRS from project intake, assessment, prioritization and resourcing through the successful delivery and implementation of initiatives that transform CalSTRS’ business. Our team provides you with the tools, processes, learning opportunities and support to continue your professional development while supporting CalSTRS continued growth in securing the retirements of California teachers for many years into the future.

     

    Under the general direction of the Project Management Program Director, the Information Technology Specialist II supports efficient and effective planning, allocation, and utilization of Information Technology (IT) resources. The IT Portfolio Management Specialist oversees and optimizes the allocation and utilization of IT resources, develops strategic resource plans, and ensures efficient and effective use of technology assets across the organization. The incumbent performs a variety of tasks requiring innovative problem-solving where guidance is not readily available. This role involves data analysis, reporting, coordination, and collaboration across disciplines to plan and forecast resource needs, manage and monitor resource utilization, and continuously optimize resource allocations and utilizations to ensure alignment between IT operations and organizational goals.

    The ideal candidate will possess the following skills:

    + 5+ years of experience in IT project or portfolio management. Expertise in resource management techniques, including resource planning, scheduling, allocation, and optimization across the IT project portfolio.

    + The ability to adjust to changing priorities, pivot strategies, and reallocate resources effectively is crucial in dynamic IT environments.

    + Skill in identifying, assessing, and mitigating risks associated with IT projects and the overall portfolio.

    + Ability to manage project and portfolio budgets, conduct financial analysis, forecast costs, and ensure adherence to financial constraints.

    + Competence in analyzing project and portfolio data, tracking performance metrics, and generating reports and dashboards to provide insights for informed decision-making. Ability to track and interpret data to monitor project performance, assess outcomes, and generate reports for stakeholders.

    + Experience with and proficiency in utilizing specialized PPM tools, like Microsoft Project, Clarity, and Planview, to effectively manage projects, resources, and portfolios.

    + Proficiency in using software and tools for managing portfolios, tracking progress, and reporting.

    + Ability to align IT projects with the organization's strategic goals and objectives, ensuring that the IT portfolio contributes to the overall business strategy.

    + Strong analytical and critical thinking skills to identify problems, evaluate options, and make informed decisions regarding project and resource allocation.

     

    Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.

     

    In July 2025, the State of California implemented the Personal Leave Program 2025. This program reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits for the duration of the program. The salary ranges shown on this job posting do not reflect the reduced amounts.

    Working Conditions

     

    CalSTRS offers a hybrid approach including in-office and remote work solutions based on business needs.

     

    All staff of CalSTRS are employees of the State of California and subject to California employment taxes and withholdings. Upon appointment, staff are required to provide a current California address to CalSTRS Human Resources to be used as a remote work location.

     

    This position is not eligible for visa sponsorship. Applicants must be authorized to work in the US without the need for visa sponsorship by the start date of employment with CalSTRS.

    Background Investigation
