About the Agency:The Idaho Public Charter School Commission (IPCSC) provides oversight and support for over 60 state-authorized charter schools across the state. The IPCSC team collaborates with many stakeholders including charter school board members, administrators, faculty, parents and students as well as state-level education agencies, legislators, and the Commission.
Summary: The IPCSC Finance Program Manager provides support, resources, oversight, and training to charter school leadership in the areas of charter school funding and finance, accounting procedures, and applicable state and federal finance reporting. This position participates in new charter school application processes, annual performance reporting, and statewide data collection in the area of school finance. The ideal candidate for this position will have strong customer service skills, be highly organized and detail-oriented, have strong communication skills, and possess problem-solving abilities. Areas of technical skills required include data entry and analysis, report and document development, presentation skills, and research and interpretation of state and federal funding laws and policies.
Job Responsibilities:
+ Support charter schools with required budget, audit, and transparency reporting, including providing resources and training to school leadership and business managers
+ Evaluate financial operations of charter schools for compliance with state laws and government accounting principles and measure the school’s financial performance with IPCSC standards.
+ Participate in school site visits and board observations, provide support to schools in areas of policies and procedures, and develop/deliver training both online and in person.
+ Manage IPCSC agency financial operations including accounts payable, accounts receivable, budget preparation, travel reimbursements, and account reconciliations.
+ Assist IPCSC Team with new charter school applications, annual school performance reports, and Commission and legislature reports.
+ Support schools with resources in areas such as best practices in accounting, budget and audit development, board procedures, and charter school funding laws.
+ Design and create reports for IPCSC meetings for presentation to various government agencies, schools, and the public.
Minimum Qualifications:
+ 3+ years of professional experience in a related financial position with responsibility for budgeting, financial reporting, or compliance monitoring.
+ Demonstrated ability to work with complex data set utilizing Excel or equivalent and various database programs. Typically gained by: developing spreadsheets, creating financial models, or managing data systems for budgeting, forecasting, or financial reporting.
+ Ability to evaluate complex issues and communicate findings clearly. Typically gained by: preparing written reports, financial analyses, or audit responses; conducting audits or inquiries; or formatting and presenting outcomes to boards, administrators, community stakeholders, or government entities.
+ Ability to travel for school oversight, school training, and professional development purposes.
+ Ability to work collaboratively with a wide variety of stakeholders. Typically gained by: working in a team environment that includes administrative boards, educators, government officials, or external partners to achieve organizational goals.
Preferred Qualifications:
+ Bachelor’s degree in accounting, finance, business administration, economics, public administration, or education (with emphasis on leadership or management).
+ Excellent written and verbal communication skills.
+ 3+ years of work experience in public schools or finance.
+ Advanced degree or certification in education, finance or business-related fields.
+ Knowledge or experience in Idaho education law and/or school operations.
