The Role:
The incumbent will provide services for an agency operating with a 24/7/365 commitment to the transportation needs of the public and will be responsible for oversight at the agency’s headquarters campus as well as multiple outlying facilities in Newington and Rocky Hill. At times emergency response services may be required throughout the state and there is a mandatory winter operation assignment from November 1 through April 30 each year. Individuals must maintain a valid Connecticut driver’s license for this position.
The facilities management duties of this position include planning and prioritizing building and grounds maintenance projects; working with building automation systems such as lighting, heating, and cooling; and overseeing preventative maintenance schedules for staff, contractors, and vendors including monthly life safety inspections and cleaning schedules following health guidelines.
Administrative responsibilities include developing and maintaining building procedures; enforcing contracts and participating in contract development and upgrades; scheduling staff training; creating and maintaining tracking programs; and preparing evaluations on site improvement and managing budgetary and personnel matters. Individuals must be able to operate a computer.

+ Monday-Friday
+ 1st Shift, 7:30am-4:00pm

PURPOSE OF JOB CLASS (NATURE OF WORK)
In medium sized State institutions (considering size, numbers supervised, and complexity) this class is accountable for supervising the remedial and custodial services, minor maintenance, building operations and related services.
EXAMPLES OF DUTIES
+ Schedules, assigns, oversees and reviews the work of staff;
+ Provides staff training and assistance;
+ Conducts performance evaluations;
+ Determines priorities and plans building maintenance work;
+ Establishes and maintains building maintenance procedures;
+ Develops or makes recommendations on the development of policies and standards;
+ Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
+ Prepares reports and correspondence;
+ Conducts regular and special inspections to ensure compliance with standards;
+ Inspects property for defective lighting, plumbing, heating, ventilating, and similar facilities and equipment and assigns staff to remedy same or reports to supervisor;
+ Maintains inventory of furniture and equipment and requisitions replacements and supplies;
+ Ensures that rooms are properly set up for special events;
+ Investigates reports of willful or malicious damage to state property;
+ Supervises minor repair work not requiring the services of tradesworkers;
+ Ensures that proper temperatures are maintained;
+ Reviews work completed by contract employees;
+ Prepares bid specifications and cost estimates;
+ Responds to emergencies on twenty-four hour basis;
+ May supervise building security, transportation, mail, stores, parking areas, and/or grounds;
+ May conduct new product and equipment testing;
+ Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
+ Considerable knowledge of
+ building custodial care, minor maintenance and operations;
+ relevant agency policies and procedures;
+ relevant state and federal laws, statutes and regulations;
+ Considerable
+ interpersonal skills;
+ oral and written communication skills;
+ Ability to
+ inspect and diagnose repair and improvement needs and to recommend and follow through on solutions;
+ handle problems in one or more areas such as security, transportation, or stores;
+ utilize computer software;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Five (5) years of experience in building management or in the operation or maintenance of buildings.
NOTE: Experience performing technical duties within the maintenance trade area on a military base, aircraft carrier or large compound may be substituted for the General Experience on a year for year basis.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Three (3) years of the General Experience must have been in a supervisory capacity in either the maintenance of buildings or the military experience referenced above.
NOTE: For state employees this experience is interpreted at the level of a Supervising Custodian.
PREFERRED QUALIFICATIONS
+ Experience in Microsoft Word, Excel, and Outlook.
+ Experience in troubleshooting repairs and performing upgrades on facility heating, cooling, plumbing, and electrical systems.
+ Experience in large-scale snow and ice control operations and grounds maintenance, including equipment procurement and fleet maintenance.
+ Experience of disciplines associated with facilities management including multiple trade functions.
+ Experience in construction project management including bidding, material procurement, office cubicle installation, and other small-scale renovations and remodeling.
+ Experience in CORE-CT or similar payroll management and approval system, as well as inventory management.
+ Experience in contract enforcement, development, and upgrades.
+ Experience in staff supervision including creating work assignments, preparing performance reviews, and conducting employee training.
SPECIAL REQUIREMENTS
Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.
CHARACTER REQUIREMENTS
At State Airports: In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.
PHYSICAL REQUIREMENTS
+ Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
+ A physical examination may be required.
WORKING CONDITIONS
Incumbents may be required to lift; may be exposed to some risk of injury from equipment.
