    Position Highlights:

    + Full-time, 40 hours per week

    + First (1st)shift

    + Monday - Friday

    + 7:00 a.m. - 3:30 p.m.

    + However, work schedule flexibility is required in order to meet the demands of the job

    The Role:

    This position is essential to maintaining state owned properties and insuring compliance with fire and safety codes at these locations. This position oversees highly skilled repair and maintenance of I-91 corridor, 36 CLA's, 5 respites, 6 offices and 2 camps, and Northeast maintenance area. Oversees 3 Maintenance Supervisors, 7 QCW’s, 7 GTW’s, and 3 Custodians. The Maintenance crews perform home modifications that are essential to meeting the health and safety needs of an aging population while encouraging maximum independence. This position is an integral part in maintaining regulatory compliance, thus passing stringent inspections and keeping Federal funding of these homes intact. This position designs, specs, bids out and oversees Capitol Projects and Emergency repairs at the facilities.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In a state agency this class is accountable for supervising staff and physical plant operations.

    EXAMPLES OF DUTIES

    + Supervises the staff and operations of the physical plant;

    + Coordinates, plans and manages physical plant activities;

    + Formulates goals and objectives;

    + Oversees and reviews the work of staff;

    + Provides staff training and assistance;

    + Conducts performance evaluations;

    + Determines priorities and plans facility work;

    + Develops or assists in the development of related policy and standards;

    + Prepares or assists in the preparation of the physical plant budget;

    + Maintains contacts with other operating units both within and outside of the physical plant who might impact on activities;

    + Develops and maintains large-scale preventive maintenance programs;

    + Writes specifications and draws plans for minor capital improvement projects;

    + Develops specifications for and requisitions maintenance equipment and supplies;

    + Prepares documentation as needed;

    + Responds to emergencies on a 24-hour basis;

    + May serve as safety officer, OSHA compliance officer, energy coordinator and/or fire officer in accordance with agency needs;

    + May develop and administer security programs, including training of security personnel;

    + May administer housekeeping operations;

    + Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    + Considerable knowledge of

    + the methods, materials and equipment used in the maintenance, operation and repair of buildings and all utilities, services and equipment;

    + relevant state and federal laws, statutes and regulations;

    + Knowledge of

    + materials and methods of building construction;

    + preventive maintenance techniques;

    + Considerable

    + interpersonal skills;

    + oral and written communication skills;

    + Ability to

    + read and interpret blueprints and specifications;

    + plan, supervise and inspect building repair and maintenance work;

    + utilize computer software.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Eight (8) years of technical experience in the maintenance and repair of large buildings and utility services.

     

    NOTE: Experience performing technical duties within the maintenance trade area on a military base, aircraft carrier or large compound may be substituted for the General Experience on a year for year basis.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    Two (2) years of the General Experience must have been in a first-line supervisory capacity responsible for the direction of a large crew of trades workers, contractors or similar highly skilled maintenance specialists above the apprenticeship level.

     

    NOTE: For state employees this experience is interpreted at the level of Correctional Maintenance Supervisor or Maintenance Supervisor 2.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    College training in architecture, mechanical or electrical engineering or a related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

    PREFERRED QUALIFICATIONS

    + Experience supervising State Building Maintenance Supervisors or multiple levels of facilities employees.

    + Experience working in facilities/housing for individuals with disabilities.

    + Experience managing and working in buildings that have had COVID exposures.

    + Experience working with the State Fire Marshal, Department of Health, Building Inspectors, OSHA, and the ADA, and managing Intermediate care facilities (ICF).

    + Experience using Microsoft Office Suite including Outlook, Word, Excel and Teams.

    SPECIAL REQUIREMENTS

    Incumbents in this class may be required by the appointing authority to possess appropriate current licenses, permits and/or certifications.

    WORKING CONDITIONS

    Incumbents may be exposed to some risk of injury from equipment when inspecting jobs.
