    ABOUT US:

    The State of Connecticut (https://www.jobapscloud.com/CT/sup/ct.gov) , State Elections Enforcement Commission (SEEC) (https://portal.ct.gov/seec/) has the authority to investigate possible violations of the election laws, inspect campaign finance records and reports, refer evidence of violations to the Chief State's Attorney or to the Attorney General, issue advisory opinions and make recommendations to the General Assembly concerning revisions to the state's election laws. The Commission is also charged with developing and implementing an electronic campaign reporting system (eCRIS) and is now the state campaign finance filing repository for all past and present campaign finance records for party committees, political committees and candidate committees organized for state elections.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Office of the Secretary of the State and the Elections Enforcement Commission this class is accountable for independently performing a full range of tasks in assisting in the administration of election laws or the administration and enforcement of campaign financing and disclosure laws.

    EXAMPLES OF DUTIES

    + Assists in the preparation and editing of ballots, forms and instructions related to elections or campaign financing;

    + Prepares and furnishes information and educational materials for state and local officials, candidates, political committees, lobbyists, citizens and other concerned parties concerning elections or campaign finance;

    + Drafts legislation and procedural and substantive regulations;

    + Prepares materials for legislative committees;

    + May conduct training for elections officials or campaign treasurers;

    + Performs related duties as required.

    ELECTIONS ENFORCEMENT COMMISSION

    + Reviews and records all campaign filings required by committees and maintains a schedule of filings;

    + Notifies treasurers of filing dates;

    + Ensures timely filing of campaign reports;

    + Enforces late filing penalties for delinquent reporting;

    + Assists in the development and design of electronic campaign reporting systems and other system support by communicating needs and collaborating with staff on solutions;

    + Coordinates with staff attorneys concerning handling violations of reporting laws;

    + Conducts research and prepares reports concerning campaign finance practices, trends and developments;

    + Assists in accounting functions related to the public financing grant program.

    KNOWLEDGE, SKILL AND ABILITY

    + Considerable knowledge of campaign financing and disclosure laws;

    + Knowledge of Connecticut election laws;

    + Skills

    + interpersonal skills;

    + oral and written communication skills;

    + Considerable ability to interpret and clearly explain election laws and campaign financing and disclosure laws;

    + Ability to

    + interpret complex legislation;

    + utilize computer software.

    STATE ELECTIONS ENFORCEMENT COMMISSION

    + Knowledge of records management techniques.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Six (6) years of experience in providing complex clerical support involving the legal and technical aspects of elections and/or campaign financing.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    + College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

    + A Master's degree in a closely related field may be substituted for one (1) additional year of the General experience.

    PREFERRED QUALIFICATIONS

    + Experience recording and extracting data and running reports to track statistics and communications;

    + Strong multi-tasking experience. Example: Using various computer applications and programs at once. Reviewing submitted documents and processing in the department’s computer database system to make timely and accurate determinations;

    + Experience communicating complex ideas clearly and empathetically with clients and colleagues;

    + Experience recording and extracting data, and running reports to track statistics and communications;

    + Demonstrated experience being flexible and adhering to frequent instructions, directives and changes in assignments;

    + Demonstrated experience utilizing various computer systems and learning new systems;

    + Considerable experience with Laserfiche (scanning system) and computer experience, including MS Office and Excel;

    + Considerable experience with oral and written communication;

    + Experience maintaining agency records and preparing reports;

    + Bi-lingual (Spanish speaking preferred);

    + Experience as a Treasurer Preferred;

    + Experience as a Town Clerk Preferred.
