    Indiana Department of Environmental Management (IDEM):

    Our mission is to implement federal and state regulations to protect human health and the environment while allowing the environmentally sound operations of industrial, agricultural, commercial, and governmental activities vital to a prosperous economy. We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.

    Role Overview:

    The VRP Senior Environmental Manager 1 for the Remediation Services Branch oversees all aspects of remediation projects. There is an application process, determning that the nature and extent of contamination has been determined and overseeing the remedy and closure of the site. the main abilities include: Broad understanding of the Risk-Based Closure Guidance and its concepts in order to move sites toward closure. Develop detailed technical comment letters that are sent to applicants, stakeholders that include attorneys and consultants related to the project and Prepare official documents such as Voluntary Remediation Agreements, Remediation Work Plan approvals, Certificate of Completion and Covenant Not-To-Sue.

     

    This position will require a valid IN driver's license.

    Salary Statement:

    The salary for this position traditionally starts at $59,800.00 but may be commensurate with education or work experience.

    Essential Job Responsibilities:

    + Evaluates contaminated sites for remediation needs and risk exposure;

    + Work with various business interests to manage and understand property redevelopment plans and timelines and implement those in conjunction with environmental cleanup requirements established under the VRP statute and the signed Voluntary Remediation Agreement;

    + Determine completion and closure status and direct long-term follow-up tasks required to maintain appropriate completion status;

    + Reviews and writes technical letters and documents concerning the investigation and remediation of sources and releases;

    + Coordinates with IDEM management, legal counsel and technical support staff as required to complete project goals and objectives;

    + Determines appropriateness of property redevelopment plans considering environmental conditions of contaminated properties;

    + Communicates clearly and concisely with external parties on their required responsibilities and timelines to complete project goals and objectives;

    + Evaluates and communicates in depth technical requirements involving a variety of technical topics, including environmental geology, chemistry, engineering, and risk analysis disciplines;

    + Tracks project milestones and metrics to ensure timely project completion and section goals;

    + Determines completeness of project tasks and approves project closure as consistent with IDEM policies

    + Work in the field to conduct field oversight and sampling of environmental media as required;

    + Tracks expenditures and cost-recovery;

    + Training and advising project managers, and working on special projects

    What You'll Need for Success:

    You must meet the following requirements to be considered for employment:

    + a Bachelor’s Degree in Engineering, Environmental Science, Environmental Policy, Chemistry, Biology, Geology, or a related field

    + Six (6) years of work experience in an environmental or environmental public health field

     

    Related certifications and coursework may be considered for education or experience.

     

    + Extensive knowledge of theories, practices and principles of Environmental Management and related areas

    + Thorough knowledge of theories, practices, and principals of physical sciences (chemistry, biology, physics) as they relate to program area

    + Thorough knowledge of federal and state regulations as they apply to program area and the ability to apply these in a variety of conditions and situations

    + Ability to conduct surveys, inspections and investigations of facilities and sites, review projects/situations, read plans, interpret findings, and make recommendations

    + Ability to establish long- and short-term project management goals and objectives

    + Ability to prepare documents for administrative and regulatory action

    + Ability to effectively interact with local, state, and federal groups and government representatives orally and in writing

    + Ability to prepare accurate and thorough reports

    + Ability to develop and define procedures and accomplish objectives within the appropriate and established deadlines

    + Ability to interpret and implement public policy as it relates to program specific environmental rules or laws
