    Indiana Department of Environmental Management (IDEM):

    Our mission is to implement federal and state regulations to protect human health and the environment while allowing the environmentally sound operations of industrial, agricultural, commercial, and governmental activities vital to a prosperous economy. We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.

    Role Overview:

    Recent or upcoming college graduates are strongly encouraged to apply. Four (4) years' experience preferred but not required. No engineering license required for this position. We offer an education reimbursement plan to help those interested in obtaining licensure. Regular 7.5 hours per day of work, with additional flexibility and options for an alternative work schedule if desired. Job involves review of permit applications, plans, and specifications, and some onsite evaluations and site visits. A valid Indiana Driver's License is required.

     

    Review various types of projects in all the programs in the OLQ Permits Branch. These include Solid Waste, Hazardous Waste, Confined Feeding Operation (CFO), Coal Combustion Residual (CCR) units, Alternate Fuel, Biomass, Compost, Waste Tires, and Septage/Land Application. Evaluate alternative design and perform additional engineering research and analyses to ensure compliance with the rules and laws. Evaluations include various aspects of engineering such as geotechnical, structural stability, chemical and thermal treatment technologies, plans and specifications, design, construction and installation, operation, and maintenance for various types of units such as treatment, storage, containment systems, landfills, incinerators, boilers and industrial furnaces, pyrolysis units, digesters, CFOs, and surface impoundments.

    Types of Projects:

    CCR surface impoundments and landfills, Solid waste land disposal facilities, solid waste processing facilities and transfer stations, medical and infectious waste facilities, antique landfills (ALFs), RCRA hazardous waste treatment, storage and disposal facilities (TSDFs), Incinerators, Boilers and Industrial Furnaces (BIFs) (including cement kilns), CFOs, alternative fuel and biomass facilities, including pyrolysis and digesters. The projects include permit applications, design, operation, and inspection/maintenance plans and procedures, construction plans, closure plans, post-closure plans, post-closure care/maintenance, corrective actions, remedial actions, structural calculations, geotechnical analyses, trial burn plans and results, infectious waste treatment and efficacy tests, deed restrictions, landfill capacity calculations, storm water plans, compliance issues, compliance/enforcement documents, and various test results and reports.

    Salary Statement:

    The salary for this position traditionally starts at $67,314.00 but may be commensurate with education or work experience.

    Essential Job Responsibilties:

    + Ensures services meet or exceed the needs of the agency

    + Ensures assignments, tasks and requestes are met within the requested timeframes

    + Manages solid and hazardous waste management, confined feeding operations, coal combustion residual (CCR), landfills, incinerators, boilers

    + and industrial furnaces, compost, waste tire, biomass, alternative fuel, septage and land application program projects providing technical expertise to municipalities, industry plant officials, engineering consultants, and contractors

    + Provides technical assistance to staff, state and federal agencies, industries, contractors, environmental engineering consultants and the public

    + Evaluates complex technical and engineering plans and specifications for storage, treatment and disposal facilities, provides comments,

    + recommends approval/denial of construction / operation / closure / post-closure / remedial action permits according to existing and proposed federal and state laws and regulations, policies, and guidance documents;

    + Develops construction and/or treatment process alternatives to improve compliance to regulations

    + Interprets laws, regulations, standards, policies, and requirements, concerning storage, treatment and disposal facilities and construction/operation compliance for communities and consultants

    + Performs technical analysis of the impact of the facilities, as needed

    + Evaluates engineering processes of pollution sources and their impact

    + Analyzes problems with proposed design and recommends sound alternatives ensuring compliance with rules

    + Evaluates permit applications, prepares comments and draft permits, conducts studies to support issuance/reissuance of permits, funding action for landfills or water or solid/hazardous waste plant construction or modifications

    + Reviews solid and hazardous waste landfills, surface impoundment’s, incinerators, boilers and industrial furnaces, storage and treatment facilities during construction and operation

    + Conducts site visits to review existing facilities and proposed sites, reviews construction plans and specifications, and evaluates construction, installation, and compliance tests

    + Develops and recommends strategies, guidelines and procedures for control assessment

    + Responds to inquiries concerning environmental issues from citizens, environmental groups verbally and in writing

    + Interprets and assists in developing policies, rules, and regulations

    + Serves as a state representative from other states, federal government, engineers, university staff, municipalities and industrial facilities

    + Reviews/evaluates and writes technical reports on various pollution issues

    + Consults with others in developing/reviewing agency technical design guidelines

    + Assists in formulating section and program procedures and policies to accomplish agency objectives, maintain schedules and comply with state and federal rules, regulations, laws and agency policies

    + Makes recommendations regarding updating of state laws and rules

    + Provides testimony at public meetings, administrative hearings and adjudicatory hearings

    + Consults with agency legal staff regarding non-compliance cases

    + Attends related meetings, training, conferences and seminars in order to remain abreast of all developments in the field

    + Reviews designs, develops, and tests computer programs to aid in research

    + Assists in leading a group of professionals working on a specific program assigning and reviewing work

    + Performs related duties as assigned.

    What You'll Need for Success:

    You must meet the following requirements to be considered for employment:

    + Bachelor’s Degree in Engineering from an accredited four-year college.

    + License to practice engineering in the State of Indiana.

    + Four (4) years’ experience in Engineering and related field.

    + Thorough knowledge of, and ability to apply, federal, state and local laws and regulations pertaining to the environment and the protection of the public’s health and safety.

    + Advanced knowledge of the sciences including chemistry, environmental sanitation, sanitary engineering, structural design, mathematics, safety engineering and physics.

    + Ability to conduct surveys, inspections and investigations and prepare reports for use as evidence and basis for recommendations for action.

    + Ability to review plans and specifications for treatment and control systems with emphasis on identification of adverse environmental impacts and to recommend more environmentally sound alternatives.

    + Ability to do effective planning and time management skills, problem solving, judgment, and communication skills

    + Advanced knowledge of the principals and practices of air, land, water pollution, solid and hazardous waste and disposal, occupational health and safety and/or water supply based on the division you will be assigned to.

    + Ability to utilize Computer Assisted Design (CAD) related programs, electronic documentation, and database entry and maintenance.

    + Able to perform essential functions with or without reasonable accommodation.
