    Summary You will serve as an IT SPECIALIST (OS) in the Naval Education and Training Command (NETC) Chief Information Officer (CIO) of INFORMATION TECHNOLOGY DIVISION N6. Responsibilities You will serve as the IT Director advisor to boards of the IT Department and provide technical assistance in the formulation of mid- and long-range plans and objectives. You will maintain liaisons with senior managers and technical personnel in NAVY, NETC, and NAVEDTRALCOM commands to mediate, negotiate, and secure agreements. You will plan, install, implement, configure, and maintain systems software and associated upgrades. You will maintain and ensure the security of information systems in an effective, interoperable, scalable, reliable, integrated, and affordable fashion. You will achieve the needed outcomes of specific programs and related projects by ensuring proper management, performance, and administration of training technology support functions. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Evaluating classroom management and process tools in support of logistics, service, change, configuration, and management; 2) Leading major projects such as the installation of classroom environments or technical refresh of existing installations; 3) Utilizing project management techniques to develop project plans, monitoring progress, providing reports/metrics toward completion of projects in support of classrooms and configuration tools; and 4) Applying classroom design principles, methods, and approaches sufficient to design, analyze, and configure solutions that meet technical and functional requirements. NOTE: This experience must be clearly demonstrated in your resume. Your experience must reflect skill demonstrated in the following areas: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Analyzing facts, gathering data, and drawing conclusions to devise solutions to problems. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Communicating information, determining IT system security requirements, and coordinating work processes with problem resolution to provide transparency and awareness to any individual impacted by policy and guidance changes. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Coordinating continuously with regional IT program managers/customers, and preparing and presenting briefings to senior management officials and other echelon commands on complex IT issues. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Devising solutions to problems which will increase the effectiveness of regional IT security systems while identifying emerging security/policy and planning technology and their application to regional business processes.
