The Port’s Waterfront Resilience Program is recruiting for two (2) 5504 Project Manager II Positions to manage the delivery of large complex urban waterfront resilience projects during pre-design, detailed design, entitlements, bidding, construction, and closeout.

The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City.

The Port’s diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, layberthing, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise operations. With some of the most flexible cargo handling facilities on the West Coast, as well as naturally deep water, the Port can handle various types of cargo such as, dry-bulk, neo-bulk, roll-on/roll-off, and project cargoes.

The Port’s Waterfront Resilience Program

The Port’s Waterfront Resilience Program was created to ensure the waterfront, and its important regional and citywide assets, are resilient in the face of earthquakes, flooding, sea level rise due to climate change, shoreline erosion, and extreme storms.  The waterfront has a history rich with innovative adaptation, and resilience is forged in the Port’s identity. We have a once in a generation opportunity to not only defend our waterfront from future flood and earthquake risks, but also to improve and rejuvenate the waterfront, improve the City’s connection to the Bay, and bring benefits such as more open space, enhanced mobility, safety and jobs.  Over the next 3 years, Program work is expected to include completing the United States Army Corps of Engineers General Investigation Feasibility Study (San Francisco Flood Study), advancing design and engineering of the USACE recommended plan in collaboration with City partners, and implementing multiple transformational resilience projects including those funded by the 2018 Seawall General Obligation Bond.  The Program is led by a dedicated team that shares a passion for leading the Port and City to a more resilient future.

The WRP Project Manager II (PM) positions are responsible for management and implementation of Waterfront Resilience Program studies, plans, and projects, and for supporting leadership to advance the overall Program.  WRP projects are typically complex multi-disciplinary urban waterfront projects with high public and stakeholder interest.  WRP projects reduce coastal flooding, improve earthquake safety and response capability, protect critical infrastructure, and enhance the iconic waterfront for all users.  Projects may include new seawalls and levees with nature-based features, earthquake retrofitting or replacement of wharf and pier structures, preservation and adaptation of historic buildings, enhancing public spaces and parks, upgrading drainage systems and utility infrastructure, and improving mobility infrastructure.  Projects involve a high degree of stakeholder involvement, multiple funding sources, political interest, and construction challenges.

Working under the administrative direction of the Waterfront Resilience Program leadership team, PMs will plan, organize, coordinate, direct and control one or more complex urban waterfront resilience projects from concept through design and construction to closeout.  Projects will involve working closely with Port staff, City staff (SFPUC, SFPW, SFMTA, Planning), and with staff from the United States Army Corps of Engineers. WRP Project Manager leads the development of project scopes, develops and manages budgets and schedules, oversees design and engineering, supports entitlements including environmental review and regulatory permitting, supports contract procurement for consultants and construction, and manages staff and consultants to deliver exceptional projects.  PMs represent the projects and Program at public meetings, prepare and present staff reports to the Port Commission for project information and action, and meet with Port and City leadership to inform and present project recommendations.

The Project Managers' duties include:

+ Preparing and monitoring the project budget, including occasionally obtaining funding.

+ Overseeing the completion of conceptual design.

+ Overseeing planning activities.

+ Coordinating work of a multi-disciplinary technical staff across organizational boundaries.

+ Working with consultants, private contractors, special interest groups, governmental funding and regulatory agencies, and City and County departments.

+ Coordinating CEQA processes and/or obtaining permits.

+ Controlling project cost and schedule.

+ Reviewing reports, plans, specifications, and construction cost estimates and schedules.

+ Serving as primary contact for all parties involved in the project.

+ Performing other related duties as assigned.

+ Bachelor's degree in architecture, engineering or planning plus six (6) years of responsible architectural, engineering or construction management experience, OR

+ Bachelor's degree in another field plus eight (8) years of responsible experience in a field directly related to the project, OR

+ Ten (10) years of architectural, engineering, or construction management experience in a field directly related to the project, OR

+ California registration as professional engineer or architect, plus two (2) years of project coordination experience.

One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

+ Familiarity with CEQA and NEPA and an understanding of the unique regulatory environment of the San Francisco Bay shoreline as it applies to waterfront projects.

+ Ability to collect, analyze, and interpret complex data.

+ Assess information in a variety of forms from multiple sources; and make recommendations based on that data and information;

+ Experience managing multi-disciplinary planning, design, or engineering projects throughout planning, concept design, detailed design, and construction;

+ Will be a champion of Port’s efforts to be a diverse, equitable, and inclusive organization and waterfront, and empower Black, Indigenous, and other People of Color (BIPOC) in Port operations and opportunities through equitable policies and practices.
