    This is a hybrid position working out of Rochester, NY.

    JOB SUMMARY:

    The Procurement Analyst II plays a critical role in developing and executing strategic sourcing initiatives, evaluating vendor offerings, negotiating contracts, and ensuring compliance with procurement regulations. This position supports the organization's operational goals by securing high-quality goods and services at competitive prices .

     

    REPORTS TO: Manager of Procurement

     

    COMPENSATION: $31.25 - $33.65 per hour (depending on experience)

    ESSENTIAL FUNCTIONS:

    + Collaborate with internal stakeholders to gather business requirements and identify sourcing needs .

    + Conduct market research and supplier evaluations to recommend optimal vendors .

    + Develop and implement sourcing strategies .

    + Prepare and publish solicitations in accordance with applicable laws and regulations .

    + Facilitate meetings such as pre-bid and proposal , proposal evaluations, vendor interviews, and contract negotiations .

    + Draft specifications, terms, and conditions to ensure legal and procedural compliance .

    + Evaluate proposals based on quality, cost, and value criteria; recommend contract awards .

    + Ensure adherence to federal, state, and internal procurement policies .

    + Maintain accurate documentation of procurement activities and decisions .

    + Prepare resolutions for the RGRTA Board of Commissioners when required .

    + May oversee tactical purchasing functions, including issuing purchase orders .

    + Conduct cost and price analyses to support procurement decisions .

    + Validate noncompetitive requisitions through market testing and analysis .

    + Perform additional tasks as assigned to support departmental goals .

    ADDITIONAL RESPONSIBILITIES:

    + Other duties as assigned.

    EDUCATION & EXPERIENCE:

    + Bachelor's d egree from an accredited institution .

    + Two (2) to four (4) years' work experience in a purchasing, public adminis tration , or financial position.

    + Experience with government purchasing requirements is a plus , but not required .

    + An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

    + Proficiency in Microsoft Office Suite ( Outlook, Excel, Word, PowerPoint , Teams )

    KNOWLEDGE, SKILLS & ABILITIES:

    + Comfortable working independently and collaboratively .

    + Capable of managing complex issues or involved project s requiring initiative, creativity, and sound judgement and escalate more complex issues to Manager when necessary .

    + Ability to work under pressure, manage multiple priorities , meet deadlines and adapt to changing priorities .

    + Strong a nalytical thinking, decision-making and negotiation skills.

    + Strong o ral and written communication skills.

    + Detail-oriented with a commitment to accuracy .

    + Ability to work with internal and external customers.

    + Ability to interpret and apply broad policies, procedures, and precedents to achieve defined objectives.

    + Capable of independently determining the best approach to meet goals, with functional guidance from a supervisor and escalation of atypical or complex situations as needed.
