    Position Description

    This position, Planner 2, will assist in the development of corridor plans, technical studies, and policy documents, and provide technical support throughout the project delivery process. The Planner 2 may manage specific tasks within larger projects and, under supervision, may be assigned to lead smaller projects of limited complexity initiated by the Nashville Department of Transportation and Multimodal Infrastructure as part of the Choose How You Move (CHYM) Program.

     

    CHYM includes installation of smart signals at nearly 600 intersections. It adds 24/7/365 transit service and builds 54 miles of high-capacity transit with more frequent, reliable, and accessible service. It builds 86 miles of sidewalks to ensure Nashville completes the WalkNBike Nashville priority sidewalk network and connects our busiest neighborhoods to major transit routes. The program makes safety improvements on 78 miles of the Vision Zero High-Injury Network, creating safer streets for pedestrians, bicyclists, drivers, and transit users alike.

     

    The Department of Transportation and Multimodal Infrastructure delivers a range of services, and the nearly 400 employees work around the clock to ensure a multimodal system that offers choice and better connects neighborhoods, residents, businesses and visitors to the place that they need and want to go to in a safe manner. These employees are responsible for over 2,200 miles of public roadways and rights-of-way, over 6,000 streets, over 300 bridges, 835 traffic signals and over 1,200 miles of bike/sidewalk lanes and much more. Big events in Nashville consist of CMA Festival, Stanley Cup Finals, Titans games, and any number of special events. These require big preparation and big clean-up, and the Nashville Department of Transportation employees are up for the challenge.

    Typical Duties

    + Assists in planning and project development activities, including data collection, analysis, and report preparation.

    + Supports project managers in preparing project charters and advancing projects through the planning phase.

    + Provides technical assistance during design and construction phases.

    + Coordinates with partner agencies, consultants, and community stakeholders.

    + Supports community engagement activities and prepare related materials.

    + Assists with scoping projects and reviewing plans for consistency with NDOT standards.

    + Tracks project timelines, deliverables, and budget information for assigned tasks.

    + Contributes to grant applications and funding documentation.

    + Assists with development of Requests for Proposals (RFPs) and consultant selection processes.

    + Supports preparation of multimodal concept plans, corridor studies, and technical documents.

    + Assists in-house and contracted staff with bikeway and other multimodal project design.

    + Monitors consultant performance and provide feedback to project managers.

    + Participates in public meetings, workshops, and forums to support project managers and senior planners.

    + Interprets and apply applicable federal, state, and local regulations under guidance from project leads.

    + Assists in reviewing budgets, schedules, and deliverables for CHYM projects.

    + Performs related duties as assigned.

    Minimum Qualifications

    Bachelor's Degree from an accredited college or university and four (4) years of planning experience

    OR

    Master's Degree in Planning or related field from an accredited college or university and two (2) years of planning experience

    License Required:

    Valid Driver’s License

    Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.

     

    Preferred Experience, Knowledge, Skills, and Abilities

     

    + Knowledge of principles and practices of community/urban planning, transportation planning, and urban design

    + Familiarity with federal, state, and local regulations related to transportation planning and project delivery

    + Experience supporting public engagement processes and preparing planning documents for a large city or municipality

    + Understanding of project management practices and ability to support senior staff in their application
