General Description
This managerial position involves responsibility for the day-to-day operation of the City’s water distribution system. An employee in this title is responsible for the supervision of a large staff of skilled workers involved in the repair, maintenance, and/or construction of water mains, valves, hydrants, meters, or other water facilities. The employee receives general supervision from the Superintendent of Water Distribution, with wide leeway allowed for independent decision-making in the assignment of work and in the scheduling of activities. Related work is performed as required.
Typical Work Activities
+ Supervises staff in assigned area of responsibility: grid repair, technical support, meter services, or hydraulic maintenance;
+ Makes recommendations for hiring, firing, and promotions; conducts disciplinary actions and performance evaluations; completes productivity reports;
+ Recommends changes in personnel assignments, types and uses of equipment, and organizational structures designed to meet changing conditions and improve operating efficiency;
+ Compiles performance indicators and productivity figures and assists in budget compilation;
+ Coordinates and directs customer service requests for checking poor water pressure, dirty water, leaking water meters, and other water-related problems;
+ Trains staff to ensure correct operating procedures are used and appropriate safety policies and procedures are adhered to;
+ Keeps and processes employee time and work records;
+ Performs field investigations, inspections, and testing in the area of responsibility;
+ Prepares written reports on activities in the area of responsibility;
+ Determines the severity of water distribution problems and determines how to deal with them;
+ Coordinates work activities with personnel in other sections of the Water Bureau, the Department of Environmental Services, and other jurisdictions;
+ Reviews installation work of private contractors for conformity with specifications;
+ Prepares requisitions and bid specifications in coordination with the Parts and Materials Manager to maintain adequate levels of new and replacement parts, tools, equipment, printed materials, and other related water materials;
+ Implements and enforces City and Bureau safety policy through training, regular review of activities and equipment, and regular meetings with subordinates.
Minimum Qualifications
High school diploma or G.E.D., PLUS, 1., 2., OR 3.
+ Bachelor's degree in Mechanical Engineering, Civil Engineering, Hydraulic Engineering, or closely related field, PLUS three (3) years of experience in the operation and maintenance of a municipal water distribution system, AND two (2) years of supervisory experience*; OR
+ Associate's degree in Mechanical Engineering, Civil Engineering, Hydraulic Engineering, or a closely related field, PLUS four (4) years of experience as described in 1. above, AND two (2) years of supervisory experience*; OR
+ Five (5) years of experience as described in 1. above, AND two (2) years of supervisory experience*;
*Supervisory experience may have been obtained concurrently or separately from the experience in the operation and maintenance of a municipal water distribution system.
NOTE: Public Works/Public Service Administration Intern Program certificate may substitute for one (1) year of supervisory experience.
SPECIAL REQUIREMENTS:
+ Possession of a valid New York State Class D Motor Vehicle Operator's license at time of appointment and throughout employment.
+ Possession of a New York State Backflow Prevention Device Tester License within one year of appointment.
Exam Information
Scopes/Subjects of Examination: A test designed to evaluate knowledge, skills, and/or abilities in the following areas.
Water Distribution Systems and Fire Hydrants: These questions test for knowledge of the proper methods, materials, and equipment used in the installation, testing, repair, and operation of waterlines, fire hydrants, and related appurtenances, including trenching and safety practices.
Water Distribution System Planning, Design, and Testing, including Related Elementary Hydraulics: These questions test for knowledge of the proper evaluation of water supply needs, the ability to plan and design water supply systems using basic waterline flow and pumping concepts and computations, and knowledge of the proper procedures to use to test and maintain the quality of the water and the integrity of the water supply system.
Understanding and Interpreting Technical Information and Construction and Site Plans: These questions test for the ability to read, analyze, and perform computations based on written technical presentations and technical drawings related to water and/or sewer line systems. All the information needed to answer the questions will be presented in the written material and/or drawings.
Scheduling Work and Equipment: These questions test for knowledge of work scheduling principles and for the ability to arrange work and equipment assignments in a manner that will achieve work goals while staying within scheduling criteria. This may include setting up vacation and work schedules, taking into consideration such factors as seniority, work skills, duty hours, and shift coverage.
Administrative Supervision: These questions test for knowledge of the principles and practices involved in directing the activities of a large subordinate staff, including subordinate supervisors. Questions relate to the personal interactions between an upper level supervisor and their subordinate supervisors in the accomplishment of objectives. These questions cover such areas as assigning work to and coordinating the activities of several units, establishing and guiding staff development programs, evaluating the performance of subordinate supervisors, and maintaining relationships with other organizational sections.
