Summary You will serve as a SUPERVISORY MANAGEMENT ANALYST (MANPOWER), in the EXECUTIVE DEPARTMENT of ARCFT INTERMED MAINT DEPT OCEANA. Responsibilities You will manage and review manpower resources for command staff and assign activities across nine UICs, three Budget Submitting Offices (BSOs), provide guidance and direction to OICs/DHs and to more than 20 lower echelon administrative personnel. You will conduct comprehensive analysis and evaluation of tasking, mission requirements, organization, workload, and manpower resources to improve effectiveness, resource efficiency, and ensure successful mission accomplishment. You will note deficiencies in quantity, quality, and training of personnel and prepare reports with recommendations to support the request changes in strength levels to avoid critical manning deficiencies. You will act as a liaison with the Bureau of Naval Personnel (BUPERS), Manning Control Authority BUPERS (MCAB PERS-453), Commander Naval Air Farces Atlantic Fleet (COMNAVAIRLANT), and Commander Naval Air Forces (CNAF). You will utilize manning/manpower information systems to obtain/download data for the purpose of tracking. clarifying, analyzing, evaluating and preparing studies, reports, and impact statements concerning personnel manning and readiness. You will provide advisory services to staff and assigned activities regarding the development and adoption of rules, regulations, and procedures affecting manpower, organization, mission functions, administration, and staffing criteria. You will manage and perform administrative services such as securing and negotiating for the resources and services required to manage and execute the administrative functional responsibilities. You will be responsible for command annual review of directives and determine the applicability of higher authority directives to the command operations. You will develop, implement, and ensure correct application of local policies and procedures for programs administered, conduct training in areas of responsibility, provide for the publication of new or revised policies and conduct follow-up reviews. You will be responsible for the coordination, distribution, and tracking of correspondence from all assigned activities/departments for dispositions and signatures by appropriate staff members, executive Officer and Commanding Officer. You will represent the command at conferences, and meetings, conduct briefings and training sessions on manpower and personnel requirements, utilization, distribution, tasking, mission requirements and organization. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in and possess knowledge of analytical and evaluative methods, supplemented by a practical knowledge of program management. Experience in and possess knowledge of concepts and practices including a wide range of qualitative and quantitative methods for the assessment and approvement of program effectiveness, management analysis, and management and planning. Experience and possess comprehensive knowledge of the Navy Total force manage power management process as it applies to determining, validating, and using manpower requirements. Knowledge and skill in analytical and evaluative methods as well as issues or studies concerning efficiency and manpower studies, analyzing data, and making recommendations on manpower program for the staff and activities assigned. Experience in and must possess broad knowledge of Navy correspondence along with knowledge of standardized administrative practices and procedures. Experience in and must have working knowledge of instructions, systems and applications utilized in the effective management of administrative functions.
