Summary You will serve as a Fleet/Joint Training Program Manager in the JOINT/FLEET TRAINING DIV of COMMANDER US FLEET FORCES COMMAND. Responsibilities You will review doctrine, tactics, systems specifications, and training programs to determine adequacy to support Fleet/Joint missions and implement new programs when required. You will coordinate with Type and Numbered Fleet Commanders to devise Fleet training Policy and standards to ensure the U.S. Navy forces are proficient in combat mission areas. You will ensure all applicable Navy training incorporates the appropriate Joint context and includes collecting Fleet requirements for Joint/Coalition participation in upcoming FST/C2X/Air Wing Fallon events. You will work with Flag/SES, senior officers and civilians at the OSD, CNO, CCDR, major Naval claimant level, and coordination with FO/GO leadership of other services. You will manage subordinate work assignments, workload, work priorities, and task progress to ensure efficiency and productivity. You will be responsible for independently initiating actions, developing positive/negative positions, and problem solving in support of the FRTP. You will lead and manage special project teams providing professional expertise and support to address Fleet/Joint training policy, USFF missions and functions and myriad of topics requiring technical expertise. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience analyzing and evaluating training programs, instructional practices, and technology applications in order to make recommendations or implementation. Experience leading small groups in person or electronically producing verifiable results and must be able to recognize and engage complex interpersonal interactions using a variety of communication techniques. Experience managing professionals dealing with highly complex issues and substantial knowledge of PBBE, budget, and fiscal systems with a demonstrated skill applying budget and fiscal strategies and plans to accomplish program objectives. Comprehensive knowledge of Department of Defense (DoD), specifically, the Department of Navy (DoN) organizational mission and Title 10 responsibilities for USFF, and command relationships. Experience managing subordinate work assignments, workload, work priorities, and task progress to ensure efficiency and productivity. Experience with the Quantitative Fleet Feedback program. Able to analyze and evaluate program budget and technical requirements and provide programmatic and budgetary recommendations.
