The primary purpose of this position is to provide journeyman level expertise that involves developing, delivering, and supporting IT systems in order to obtain, maintain, and sustain an Authority to Operate (ATO) for modeling and simulation capabilities related to aircraft and their subsystems within a highly integrated virtualized battlespace environment. Responsibilities System Adm in - Work involves planning and coordinating the installation, testing, operation, troubleshooting, and maintenance of hardware and software systems. Operating Systems - Work involves the planning, installation, configuration, testing, implementation, and management of the systems environment in support of the organization's IT modeling and simulation architecture. Network Services - Work involves the planning, analysis, design, development, testing, quality assurance, configuration, installation, implementation, integration, maintenance, and/or management of networked systems used for the transmission of information in voice, data, and/or video formats. Data Management - Work involves the planning, development, implementation, and administration of systems for the acquisition, storage, and retrieval of data. Customer Support - Work involves the planning and delivery of customer support services, including installation, configuration, troubleshooting, customer assistance, and/or training, in response to customer requirements. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A) located here BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. SPECIALIZED EXPERIENCE: Applicants must have within 120 days of the closing of this announcement at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience includes planning and scheduling the installation of new or modified hardware and operating systems and applications software, managing accounts, network rights, and access to systems and equipment, managing systems resources including performance, capacity, availability, serviceability, and recoverability; analyzing systems requirements in response to business requirements, risks, and costs; configuring and optimizing network servers, hubs, routers, and switches; data management; and customer support. GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a full range of IT security principles, concepts, practices, products and services, and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures. Knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to implement and configure system /network compliance with security accreditation requirements. Knowledge of Local Area Network security requirements and techniques to implement protection of computer systems from viruses, data tampering, and unauthorized system entry. Knowledge of a broad range of telecommunications concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes and procedures to implement security accreditation requirements to counter vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications. Ability to apply findings of assessments to mitigate IT security risks through the implementation of corrective actions. Ability to apply policies, principles, and IT security concepts sufficient to carry out activities leading to security C&A. Ability to communicate effectively, both orally and in writing. Ideal Candidate Statement: Must have experience in programming Real-Time data bus monitoring and display systems such as our Veridian Integrated Telemetry processing and analysis System (ITAS), computer data processing techniques and computer programming (Visual Basic and C++) for mission-critical computer systems and special test equipment used in real time avionics ground testing. Must have a full range of IT security principles, concepts, practices, products and services, and methods for evaluating rick and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures. Must have knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and protocols, system testing and evaluation, and performance management methods sufficient to implement and configure system/network compliance with security accreditation requirements. Must have knowledge of Local Area Network security requirements and techniques to implement protection of computer systems from viruses, data tampering, and unauthorized system entry. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
