We are experts in research-based learning practices, online as well as in-classroom curriculum development and implementation. Description:
The CUNY School of Professional Studies’ Office of Innovative Learning Solutions (CUNY SPS ILS) has been asked by the Mayor’s Office for Equity and Racial Justice (MOERJ) to develop a 90-minute, interactive, e-learning Anti-Racism training to comply with Local Law 13 of 2024. Approximately 60,000-100,000 human service contractor staff will be required to take this training each year starting in FY26. In addition to course development and implementation, CUNY SPS ILS will also set up and manage an instance of the open-source Moodle learning management system (LMS) to support learner registration, host the course, and learner activity reporting.
We are seeking an experienced and highly organized Senior Program Manager to lead the end-to-end development of this course, in collaboration with an external e-Learning vendor. The Senior Program Manager will oversee the full project lifecycle, including needs assessment, design, testing, delivery, and implementation, ensuring the course meets learning objectives, quality standards, and is delivered on time and within budget.
Other Duties
Program Oversight & Planning
+ Serve as the Project Manager, leading the planning, coordination, and execution of the e-learning course development project including the set up and activation of the Moodle LMS
+ Define project scope, deliverables, timelines, and success metrics in collaboration with all stakeholders and the e-Learning vendor
+ Develop and maintain a project charter and subsequent detailed project plan
+ Monitor and control the project in relation to the project plan
+ Create a shared online repository that project stakeholders have access to as needed
Needs Assessment
+ Facilitate needs assessment activities such as stakeholder interviews, surveys, or focus groups to identify learning needs
+ Translate findings into clear course objectives and requirements
+ Document and validate findings with key stakeholders
Design & Development Oversight
+ Partner with the e-Learning vendor to guide instructional design and content development in alignment with adult learning principles and organizational standards
+ Review and provide feedback on storyboards, scripts, and prototypes
+ Ensure alignment of design with identified learning needs
+ In conjunction with course development, project manage the build out of the Moodle LMS including oversight and management of the ILS LMS development team
+ Confirm reporting needs with MOERJ partner and partner with LMS development team to build and operationalize
Testing, Quality Assurance & Delivery
+ Coordinate internal reviews and user testing of course content and platform functionality
+ Collect and consolidate feedback from SMEs, stakeholders, and pilot users
+ Oversee deployment of the final course to the Moodle LMS
+ Ensure final product meets accessibility, technical, and instructional design standards
Evaluation
+ In conjunction with the CUNY SPS ILS Director of Monitoring, Evaluation and Learning, and other stakeholders, define key success metrics (e.g., learner satisfaction)
+ Oversee the development and implementation of a post-course evaluation within the e-Learning course
+ Document project outcomes and prepare reports for stakeholders, as needed
Project Close Out
+ Ensure that all project documents have been saved to the shared repository
+ Conduct and document an After Action Review to identify what went well and what could be improved for future projects of a similar nature
Qualifications
Qualifications:
+ 7+ years of experience in program or project management, with at least 3 years managing e-Learning course development or similar training projects
+ Bachelor’s degree in Instructional Design, Education, Project Management, or related field preferred
+ Proven experience managing vendor relationships and outsourced development projects
+ Strong knowledge of instructional design principles, e-learning standards, and adult learning theory
+ Familiarity with learning management systems, testing tools, and content review platforms
+ Exceptional organizational, communication, and stakeholder management skills
+ PMP, Agile, or other project management certification is a plus
