    Northrop Grumman’s Tactical Space Systems Division has an immediate opening for a Director of Programs within our Human Exploration and Operations (HEO) Operating Unit. This position will be responsible for ensuring the successful execution of the Commercial Resupply Services (CRS) program located at our Dulles, VA facility. This position reports directly to the HEO Operating Unit Director and will be an onsite position.

     

    As the Program Director of the CRS program, he/she will be responsible for the management and leadership of a multi-disciplined team focused on execution of a fleet of Cygnus missions. The Program Director will develop and evaluate top-level programmatic goals, define strategies and schedules to achieve those goals, and ensure program execution meets commitments. The role will be the primary interface to the NASA program customer and must demonstrate commitment and energy to meet the customer needs and build a strong relationship.

     

    This is a leadership position with daily executive interactions, and the successful candidate must display consistent impeccable judgment and embody Northrop Grumman leadership behaviors. The successful candidate should thrive in a fast-paced work environment with high expectations, diverse assignments, and collaborative/team settings across all levels. He/she must have a strong understanding of business acumen, engineering development, issue and problem resolution, resource management, and program execution throughout all phases of a program life cycle. The CRS Program Director must be capable of broad, strategic thinking with the ability to recognize and respond to customer needs and to provide program growth that supports organizational objectives.

    _Responsibilities include, but not be limited to:_

    + Program Management of fixed price spacecraft contracts

    + Cost, schedule, and technical performance of the Cygnus missions

    + Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations

    + Leading and directing cross-functional teams to meet program objectives, including technical engineering, manufacturing, supply chain, mission assurance, business management, operations, and other areas of the program

    + Measuring and reporting program performance to internal and external executive-level customers and stakeholders

    + Establishing milestones and monitoring adherence to master plans and schedules, identifying program problems, and obtains solutions

    + Participating in the negotiation of contracts, contract changes, specifications, schedule milestones, and key terms and conditions

    + Development and adherence to budget baselines utilizing Earned Value Management System (EVMS) or similar cost & schedule control methodologies and tools

    + Evaluating design concepts, criteria, and engineering efforts for capability improvements and product research, development, integration and test

    + Identifying, allocating, and managing program resources, including workforce planning

    + Support Cargo Logistics Development and Cygnus market growth for the HEO Operating Unit to include proposals and captures of Cygnus platform-extension opportunities

    Basic Qualifications

    + Bachelor’s degree with minimum of 10 years of related management experience in Engineering Management, Operations Management, or Program Management

    + Demonstrated program execution expertise.

    + Demonstrated understanding of EVMS and Risk and Opportunity Management

    + Experience as a Program Manager or Deputy Program Manager leading a program or portfolio of programs with a total contractual value of at least $20M.

    + Business Acumen: The ability to apply knowledge of business and financial concepts, tools and processes to the benefit of program decisions and performance.

    + Communications: The ability to manage communications with assigned staff and other stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder needs

    + Issue & Problem Resolution: The ability to identify and address program impacts through a systematic, proactive, approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program.

    + Program Integration: The ability to identify, orchestrate, coordinate and control the management activities and processes that integrate program interdependencies throughout their life cycle to achieve successful program completion.

    + Risk & Opportunity: Experience addressing uncertainty through an organized and analytical forward-looking approach that identifies risks and opportunities, determines appropriate handling plans to resolve or minimize impact.

    + Ability to build and lead a program team with a vision for success and capable of delegating responsibilities to the appropriate team members

    + Exceptional communication and collaboration skills

    + Must be a US citizen with the ability to obtain and maintain a security clearance.

    Preferred Qualifications:

    + Space Domain knowledge

    + 15+ years’ experience in commercial space operations, mission operations or equivalent

    + Previous experience and success with fixed price contracts

    + Previous experience as a Program Director or Portfolio Director with P&L responsibilities

    + Technical experience in engineering and integration of space systems

    + Knowledge of Northrop Grumman internal processes, procedures, and organization

    + Demonstrated ability to present effectively to a variety of customers and internal executive audiences

     

    Primary Level Salary Range: $217,300.00 - $325,900.00

     

    The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

     

    Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
