    Navarro Research and Engineering is seeking a Senior Project Manager (NEPA) to provide consulting support for the preparation and management of National Environmental Policy Act (NEPA) documentation and related environmental compliance services in support of the Idaho National Laboratory (INL). This remote position offers the opportunity to lead high-visibility projects supporting the U.S. Department of Energy’s (DOE) mission in nuclear energy, innovative energy technologies, and critical infrastructure.

     

    The Sr. Project Manager will oversee the planning, coordination, and delivery of Environmental Impact Statements (EIS), Environmental Assessments (EA), and related regulatory and environmental documents in compliance with NEPA and DOE regulations. The role requires strong project management skills, experience in leading multidisciplinary teams, and a proven record of preparing NEPA documentation for complex federal programs.

    Key Responsibilities

    + Serve as the primary project manager for NEPA consulting assignments, ensuring deliverables meet quality, schedule, and regulatory requirements.

    + Lead the preparation of EISs, EAs, and related NEPA documents, including scoping, draft, final, and Record of Decision (ROD)/Finding of No Significant Impact (FONSI).

    + Manage interdisciplinary technical teams covering air quality, biology, cultural resources, geology, water, socioeconomics, health, safety, and risk analysis.

    + Ensure compliance with DOE NEPA regulations (10 CFR Part 1021) and Council on Environmental Quality (CEQ) guidance.

    + Oversee public involvement support, including public scoping meetings, hearings, and coordination with agencies and stakeholders.

    + Provide consultation support for related environmental compliance activities under the Clean Water Act, Endangered Species Act, National Historic Preservation Act, and other applicable federal and state regulations.

    + Maintain detailed work plans, quality assurance standards, and project schedules.

    + Ensure preparation of administrative records, distribution lists, and electronic/printed deliverables.

    + Report regularly to the BEA NEPA Lead on project progress, issues, and corrective actions.

    Requirements

    Required Qualifications

    + Education: Bachelor’s degree or higher in Environmental Science, Engineering, Natural Resources, or related discipline.

    + Experience: Minimum of 5 years preparing NEPA documentation (EIS, EA, or equivalent) for federal clients.

    + Project Management: Proven experience leading large, multi-disciplinary NEPA projects, including task planning, scheduling, budgeting, and quality control.

    + Regulatory Knowledge: Familiarity with DOE NEPA regulations, CEQ guidance, and related environmental compliance statutes.

    + Citizenship: Must be a U.S. Citizen (required under SOW).

    + Communication Skills: Strong ability to engage with agencies, stakeholders, and the public; excellent written and verbal communication.

    + Technical Skills: Ability to coordinate interdisciplinary teams, review technical analyses, and ensure regulatory compliance.

    Preferred Qualifications

    + Experience managing NEPA processes for the Department of Energy (DOE) or other federal agencies.

    + Master’s degree in Environmental Science, Engineering, or related field.

    + Familiarity with environmental permitting, ecological assessments, and public engagement strategies.

    + Demonstrated success in remote consulting roles with federal projects.
