Position Summary:
The Refining ES&S Director is a member of the Mandan Refinery and Dickinson Renewable Diesel Facility leadership team, reporting directly to the sites’ Refining Vice President. This position leads the ES&S strategy; ensures regulatory compliance, ensures environmental and safety performance; ensures emergency response preparation; drives efficiencies across organizational components; advises on regulatory issues; develops and maintains relationships with local, state, and federal agencies; supports and develops ES&S leadership and professionals. The successful candidate will be a proven leader with demonstrated strength in leadership, teamwork, facilitating change, communication, ethics and integrity, business knowledge, and inclusion.
Responsibilities:
+ Develops goals or strategic plans to support business objectives of the company. Responsible for setting the direction, goals, and performance commitments of their respective Department. Responsible for developing both future leaders and subject matter experts within the Company.
+ Directs, implements, and supervises comprehensive environmental, process safety, security, occupational safety, and emergency response policies, plans and programs.
+ Maintains a working knowledge of environmental, OSHA, security, and emergency response laws and regulations promulgated by local, state, and federal authorities as they apply and relate to the organization; assists in the analysis of proposed government regulations concerning environmental, safety (process & occupational), and emergency response legislation to ensure an appropriate response by the Company.
+ Represents the Company to local, state, and federal environmental and regulatory agencies. Develops and maintains relationships with these agencies and is knowledgeable on the various jurisdictional requirements. Represents the Company to Community partners and other external stakeholders.
+ Provides timely information and assistance on environmental matters including local, state, and federal regulations concerning the operational impact on atmospheric, soil and groundwater environments.
+ Directs the preparation, dissemination, and maintenance of environmental and safety procedures, reports and records; directs or coordinates the acquisition of various permits as required.
+ Coordinates the administration of all activities relating to the sites’ compliance with OSHA's Process Safety Management regulations.
+ Coordinates the administration of all activities relating to the sites’ compliance with local, state, and federal security regulations.
+ Identifies current and emerging environmental and safety issues and advises appropriate team on courses of action. Oversees investigations of environmental and safety related incidents. Ensures the development and implementation of methods and procedures to prevent recurrences of such incidents.
+ Directs emergency response & preparedness plans and procedures for the sites. Maintains and executes the local emergency preparedness programs and oversees emergency response teams. Develops, maintains and documents local training, drills and practice exercises that meet regulatory requirements and response team needs.
+ Assists Corporate Refining in the analysis of proposed government regulations concerning safety (process & occupational), environmental, emergency response, and security legislation affecting the sites to ensure an appropriate response by the Company.
+ Assists Corporate Refining in the development and application of all required site training. Represents the Company and sites to local, state and federal regulatory agencies (OSHA, EPA, etc.); develops and maintains relationships with these agencies.
+ Serves as the site representative on industry and trade association committees related to process safety, occupational safety, environmental, emergency response, security, and training matters.
+ Oversees refinery training staff, ensuring that corporate and regulatory training requirements are satisfied.
+ Provides “dotted-line” oversight and support for on-site medical staff at both sites.
Required Education and Experience:
+ Bachelor's degree required
+ Ten (10) or more years of relevant experience required
Preferred Experience:
+ 5 years of prior leadership experience
+ Previous experience working with regulatory organizations in a field setting
+ Strong interpersonal and leadership skills
+ Strong communication and presentation skills
