Position Summary

If so, the City of La Mesa Parks and Recreation Department would like you to join our team as a Recreation Supervisor overseeing one of the following areas:
Events and Marketing
or
Recreation Programs and Facilities
There are two vacancies of the Recreation Supervisor position - one in each area. The successful candidates will supervise and coordinate assigned recreation programs, activities, events, and operations within the Parks and Recreation Department; collaborate with other departments, divisions, outside agencies, and the public; provide excellent customer service and high-level staff assistance to the Director of Parks and Recreation; and perform other duties as required.
Key Responsibilities
Recreation Supervisor Responsibilities:
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
+ Budget & Resource Administration: Participate in budget development and administration, manage expenditures, forecast resource needs, and handle purchasing, inventory, and fee collection. Make recommendations as necessary.
+ Community Engagement & Outreach: Act as a liaison with the community, external organizations, and other city departments; oversee boards and commissions, build positive community relationships, address public inquiries and complaints, and manage program publicity.
+ Facility & Contract Oversight: Schedule and monitor facility usage, enforce rules, and develop, administer, and ensure compliance for contracts and agreements related to programs and facility use.
+ Program Development & Management: Oversee the planning, implementation, and evaluation of community and recreation programs, including identifying needs, developing goals and objectives, recommending and administering policies and procedures, and ensuring quality service delivery.
+ Reporting & Compliance: Maintain comprehensive records, prepare various reports, and ensure compliance with payroll procedures and grant requirements.
+ Staff Leadership: Recruit, train, motivate, supervise, and evaluate staff, addressing performance, and implementing necessary disciplinary actions.
+ Strategic Planning & Improvement: Continuously evaluate community needs, identify opportunities for service improvement, stay updated on industry trends, and manage capital improvement projects.
+ Provide staff assistance to other department Commissions as requested by Department Director.

Key Responsibilities when assigned to Events and Marketing:
+ Event Planning: Develop and implement plans for community events (Flag Day Parade, Earth Day Fair, Concerts and Movies in the parks etc.) and programs. Manage all aspects of event logistics, including venue selection, scheduling, vendor management, and resource allocation. Secure necessary permits, ensure compliance with all city regulations, and address safety and security concerns.
+ Marketing: Develop and implement marketing plans to promote events, programs, and facilities. Create marketing materials, including flyers, brochures, social media content, press releases, and website updates, ensuring consistent branding and messaging across all marketing and communication challenges.
+ Special Events: Oversee Citywide event permits (Holiday in the Village, Harp Fest, Juneteenth, Car Show etc.) serving as the point of contact for applicants and other City departments.
+ Volunteer Supervision: Recruit, train, and oversee volunteers for event execution and volunteer program.
Key Responsibilities when assigned to Recreation Programs and Facilities:
+ Contracted Programs and Camps: Plan and implement internal and contracted recreation programs including negotiating and administering service contracts, overseeing contractors, monitoring performance, evaluating program effectiveness, and maintaining related records.
+ Community Relations: Build positive relationships with community groups and the public and handle public inquiries and complaints.
+ Facilities: Oversee facility and park rentals, including providing excellent customer service, tours, contracts, facility layouts, scheduling, and fee collection. Develop rental policies and procedures. Respond to public inquiries and prepare rental reports.
+ Safety and Compliance: Ensure the safety of participants and users and compliance with relevant laws and policies.
Minimum Qualifications
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education/Training:
Equivalent to a Bachelor's degree from an accredited college or university with major course work in recreation administration, physical education, or a related field such as event management or marketing.
Experience:
Four years of responsible recreation program experience including one year of administrative and/or lead supervisory experience. For the Events and Marketing vacancy, at least two years of events and marketing experience is highly desirable.
License or Certificate:
+ Possession of, or ability to obtain, an appropriate, valid driver's license.
+ Possession of, or ability to obtain, a Cardiopulmonary Resuscitation Certificate (Infant, Child & Adult).
+ Possession of, or ability to obtain, a Standard First Aid certificate.
Physical Demands and Working Environment

Environment: Indoor and outdoor recreational environment; exposure to inclement weather conditions; incumbents may be required to work extended hours including evenings and weekends and may be required to travel outside City boundaries to attend meetings.
Physical: Incumbents require sufficient mobility for walking, standing, sitting, stooping, reaching, bending and climbing; light, moderate or heavy lifting, pushing, pulling and carrying.
Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents and to operate equipment.
Hearing: Hear in the normal audio range with or without correction.
Examination Process
